? Job Description SUMMARY The person occupying this position performs administrative and professional work assisting the Planning Board, Zoning Board of Appeals, and Conservation Commission in managing the activities within their respective departments. Responsibilities include but are not limited to day-to-day management of all current planning, zoning, and conservation development proposals and applications, assist the Planning Board and Conservation Commission in long range projects, and in the drafting, administration and interpretation of zoning ordinances and policies. The occupant shall provide information and assistance to property owners, developers, contractors, and the public to coordinate and expedite the approval and permitting processes. ESSENTIAL FUNCTIONS: ? The Primary responsibility is to support the Planning Board in their daily functions. Additionally, this position will assist the Conservation Commission, and Zoning Board of Appeals as needed. The Planning Land Use Administrator would Review and analyze applications submitted to the Planning Board, Conservation Commission, and the Zoning Board of Appeals, including, but not limited to, subdivision plans, site plans, special permit applications and variance applications. The Land Use Administrator would review the applications for technical accuracy, completeness, and conformance with conservation, planning and zoning regulations/policies/by-laws, and ensuring proper review of all new development. ? Participates in the ongoing collection, analysis and review of data related to town infrastructure, land use, population trends, open space, environmental concerns, commercial/industrial/housing ratios, affordable housing, historical preservation, urban design, receiving and responding to inquiries, and requests from other public agencies and private firms. ? Assists in the research, analysis, and preparation of reports concerning land use and development. ? Provides information and assistance to property owners, developers, contractors and the public, receiving and responding to customer service requests, screens and responds to telephone and over-the-counter inquires relating to zoning procedures, ordinances and Planning Board actions; Accepts and reviews planning and zoning permit applications and plans for completeness, accuracy and compliance with established requirements, collecting fees and issuing planning approvals, reviews applications for modifications in land use, setbacks and other planning requirements; Coordinates with other town staff and boards; ? Administers the Massachusetts Wetlands Protection Act. This includes the coordination and processing of permit filings, site inspections, and enforcement activities. ? Maintains accurate records, files, and minutes of meetings, keeps the zoning map, text, and office records up to date by recording all amendments and retaining all official documents. ? Prepares and ensures that the public notices are posted and published as required for meeting and hearings. ? Attends and ensures the minutes of Planning Board, Zoning Board of Appeals, and Revised 08.24.2022 Conservation Commission meetings are prepared and posted, and follows the directives of the boards. ? Attends SRPEDD and SRPEDD Sub-Committee meetings as needed. ? Makes reports to the appropriate boards on specific project proposals, such as, but not limited to, special use permit applications, zoning amendments, variances, and appeals. ? Prepares an annual report for the Planning Board, Zoning Board, and Conservation Commission. ? Develops recommendations regarding zoning amendments, zoning permit fee structures, and zoning forms and may propose solutions to any problem encountered while administering the Zoning Ordinance. ? Coordinates the enforcement of the zoning ordinance with the Zoning Enforcement Officer.
