Zantech is looking for a talented Cost Estimator to support our upcoming work with the Federal Government in Ashburn, VA.

The Cost Estimator shall assist, support, and provide guidance regarding acquisition and procurement processes and pre- and post-award activities within the DHS CBP. This includes acquisition strategy formulation, requirements analysis, cost estimating, and contract performance tracking.

Key Responsibilities:

Cost Estimation:

  • Provide inputs to independent cost estimates for life cycle costs or other activities.

  • Prepare Estimates at Completion (EAC) for work conducted by a government activity.

  • Provide recommendations on cost realism.

  • Perform contract Earned Value Management System (EVMS) analyses.

  • Provide Return on Investment (ROI) figures.

  • Perform operational analysis on maintenance projects.

Documentation and Analysis:

  • Provide an Independent Government Cost Estimate (IGCE) Narrative detailing assumptions, calculations, and supporting analyses.

  • Analyze, evaluate, and provide recommendations for Total Estimated Planned Value (TEPV) and Life Cycle Cost Estimate (LCCE).

  • Ensure LCCE documentation includes appropriate cover sheets, estimate results by fiscal year, risk or sensitivity analyses, and approved Future Years Homeland Security Program (FYHSP) funding.

Reconciliation and Reporting:

  • Reconcile program office LCCE with any Component IGCE.

  • Conduct estimate reconciliation to examine estimates for completeness, analyze similarities and differences, and resolve problems of duplication or omission.

  • Provide a Basis of Estimates (BOE) with specific assumptions, calculations, and supporting analyses.

Required Knowledge, Skills and Abilities:

  • Bachelor's degree in Finance, Accounting, Business Administration, Engineering, or a related field.

  • Minimum of 5 years of experience in cost estimation, financial analysis, or a related field.

  • Proficiency in cost estimation software and tools (e.g., ACE-IT, Excel).

  • Ability to conduct thorough research and provide actionable insights.

  • Experience with Earned Value Management System (EVMS) and Life Cycle Cost Estimation (LCCE).

Desired Knowledge, Skills and Abilities:

  • Certified Cost Estimator/Analyst (CCEA)

  • Project Management Professional (PMP)

  • Certified Public Accountant (CPA)

  • Excellent communication and interpersonal skills.

  • Strong analytical and problem-solving skills.

Required Security Clearance:

  • Must pass a National Agency Check with Inquiries (NACI), the minimum investigation required.
