Responsibilities The Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build a more secure and resilient infrastructure for the future. CISA is at the heart of mobilizing a collective defense as we lead the Nation's efforts to understand and manage risk to our critical infrastructure. The Office of the Chief Operations Support Officer (OCOSO) provides responsive, high-quality support through excellence in innovation, customer service, governance, and performance. This position is located in the Facilities Branch, OCOSO. The Facilities Branch provides a wide range of engineering, program and facilities expertise for the design, construction, operations and maintenance of CISA facilities across the nation. Typical work assignments include: Provides technical direction and program guidance for the maintenance, repair, or modification of CISA facilities to include upgrade and inspection, planning and overseeing work performed by contractors or others to upgrade and replace facility specific systems. Prepares analyses (environmental, economic, utility, etc.) that become part of stationing decision processes. Ensures there are established secure procedures and locations for identifying, containing, storing, transferring, and disposing of a wide variety of regulated waste and hazardous materials to comply with federal and state regulations as well as Occupational Safety and Health Administration (OSHA) standards. Estimates projected costs and develops recommendations for resources to accomplish these missions, working closely with CISA Divisions and Offices to finalize resource requirements/forecasts. Recommends actions to maintain or improve the quality and quantity of facility related operational services, introducing, or refining automation. Leads and manages with total authority and responsibility for a dedicate staff of federal employees. Oversight of complex programs services and functions include strategic planning, policy implementation, and program performance monitoring and assessment. You must be able to obtain and maintain a security clearance suitable for Federal employment as determined by a background investigation. Current Federal employees must meet time-in-grade requirements. You will continue to serve the remainder of the one-year probationary period, if required. This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. 7501-7533 and 5 CFR Part 752, as applicable). This position has been identified as a drug testing designated position (TDP) for purposes of the CISA's Drug-Free Workplace Program. All applicants tentatively selected for this position will be required to submit to a drug test to screen for illicit/illegal drug use prior to receiving a final offer of employment. A final offer of employment is contingent upon a negative drug test result. After appointment, you may be subject to periodic random drug testing. Qualifications You qualify for the GS-14 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties: Operating facility programs and services to include compliance, security program requirements, and long-range planning, Determining and projecting funding requirements and justifying budget requests, Providing technical direction as it pertains to building operations, AND Determining policies, procedures and performance metrics to ensure buildings remain operational Substitution of education in lieu of specialized experience may not be used for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
