The Opportunity

As the Project Manager (Construction) for Federal Services , you will have the opportunity to:

  • Review Requests for Proposals (RFP), Scopes of Work (SOW), and design drawings.

  • Attend design meetings, contractor pre-bid meetings and perform reviews of contractor bid proposals.

  • Function as primary Construction Field Manager and Construction Advisor throughout the project process from RFP to closeout, making sure the selected contractor is meeting all drawing and specification requirements during construction.

  • Review all Requests for Information (RFI’s) and contractor submittals and attend all construction progress meetings.

  • Coordinate all utility shutdowns with General Services Administration (GSA) staff, Food and Drug Administration (FDA) staff, and all contractors as needed for assigned projects.

  • Verify all work performed in the field, including: monitoring schedules, the punch list and close out items.

  • Manage small design/ construction team (up to 4 professionals).

  • Additional duties will include: supporting safety standards and coordinating construction with various stakeholders, representing the GSA as the landlord’s best-interests may apply at the facility, coordinating with design professionals in resolving engineering issues at the site, escorting various entities as may be required for access to laboratories and facilities, filing interim inspection reports, and progress reports.

  • Security clearances are a requirement. HSPD-12 required after employment.

*This position is on-site at the Silver Spring, Maryland FDA facilities. Candidates must be located or willing to relocate to Washington D.C. Metropolitan Area.

Management Responsibilities

Acts as a project manager. Among responsibilities is management of a project team. The individual comprising this team may vary by project.

Minimum Qualifications

  • Bachelor’s degree or equivalent experience.

  • This position supports Black & Veatch project work with the U.S. Federal Government. As a result, U.S. citizenship is a requirement.

  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Preferred Qualifications

  • Typically 5+ years of related experience.

  • Experiencein Federal Client / Construction Site Project Management Support.

  • Experience and/or familiarity with laboratory facilities design and construction.

  • Position requires a strong sense of self, patience, and maturity to deal with a wide range of scientific equipment, technical personnel, fluid schedules, and complicated infrastructure.

  • Professional Engineer (PE) License and/or Project Management Professional (PMP) Certification.

Assigned to projects for U.S. Government Agency/Department clients. Candidate must be a U.S. Citizen.

Key Responsibilities

  • Manages small to medium projects on behalf of the General Services Administration (GSA).

Certifications

CQM for Contractors, OSHA 10 hour and OSHA 30 hour are preferred, but can be earned as needed prior to deployment.

Work Environment/Physical Demands

Typical construction, laboratory, and office environments, occasional exposure to weather conditions, high noise level, safety hazards (electric currents, working on scaffolding and high places, exposure to chemicals), atmospheric conditions (fumes, odors, dusts, mists, gases, poor ventilation). Sitting, walking, talking, hearing, reading, writing, keyboarding, driving, filing, reaching, stooping, crouching, bending, standing for extended periods of time, lifting or carrying up to 40 pounds.
