SGI Global, LLC Mid-Level Identity Intelligence Specialist in Arlington, Virginia

SGI Global is seeking a Mid-Level Identity Intelligence Specialist. The Mid-Level Identity Intelligence Specialist serves as the office of Counterintelligence and Counterterrorism Vetting (CCV), Mid-Level Identity Intelligence Analyst in Arlington, VA.

Duties/Responsibilities

  • Provide analysis, research, assistance, training, and support for the vetting of local national employees and job applicants, as well as other individuals as needed, for Regional Security Offices at U.S. Embassies and Consulates worldwide.

  • Utilizes numerous datasets, specialized tools, and advanced research and analytical techniques to identify and analyze individuals that may pose a threat to U.S. and State Department interests; identifies opportunities to mitigate threats through a variety of analytical processes; validates the significance of data; and makes recommendations regarding the mitigation of threats.

  • Conducts analysis of biometric and biographic information on individuals of interest utilizing the Biometric Identity Intelligence Resource (BI2R) and other relevant databases, to determine if they pose a risk to U.S. State Department personnel or facilities.

  • Independently identify, research, and review pertinent application information for any possible threat information, and draft analysis of any threat information developed, to be provided to RSOs, senior post management, and CCV and senior DS management as appropriate.

  • Plans, develops, and leads in-depth all-source analysis, using traditional and non-traditional classified and unclassified sources of intelligence.

  • Show initiative in independently identifying additional areas of concern in the open source threat assessments.

  • Ensure that individuals who pose a potential threat to U.S. interests are added to appropriate watch lists and that information regarding these individuals is shared with Regional Security Officers in a timely manner.

  • Ensure compliance with laws, regulations, executive orders, and directives promulgated by Congress, the Secretary of State, and the Director of National Intelligence to achieve goals and objectives.

  • Answer e-mail inquiries from other offices regarding threat information. Responses should provide analysis and assessment, as necessary, and should be sent in a timeframe commensurate with the urgency of the threat.

  • Prepare and present oral briefings on their findings to other RSO personnel as well as senior Embassy management as appropriate.

  • Provide biometrics analysis training to newly hired DS/ICI/CCV contract Identity Intelligence Analysts.

  • Provide training on the Diplomatic Security Identity Assurance System (DSIAS) to Foreign Service National Investigators, and new cleared American RSO personnel.

  • Provide analytical support for the conduct of polygraph examinations as required by RSO SOPs.

  • Perform Temporary Duty at any RSO Office world-wide to provide identity intelligence analysis support to the RSO mission of vetting locally engaged staff employees and job applicants.

  • Utilize DSIAS to biometrically enroll locally employed staff and job applicants at U.S. Embassies and Consulates world-wide.

  • Undertake any other auxiliary duties as assigned to support the DS/ICI/CCV mission.

  • Ensures the proper storage and maintenance of accumulated data (classified and unclassified).

    Qualifications:

  • Minimum of 4 years of relevant intelligence analysis experience with a Bachelor's Degree or 6 years with no Degree. Experience must be with the Department of Defense, Department of Homeland Security, the Federal Bureau of Investigation, or an equivalent U.S. Government agency. Experience should include Military Occupational Specialties 35F, 350F, 35O, 18F, other military service equivalents, or GS-0132 series.

  • Minimum of two years of experience conducting Identity Intelligence/biometric intelligence analysis.

  • Experience in the collection, analysis and dissemination of foreign affairs and terrorism-related information.

  • Experience with personnel vetting/investigations operations and familiarity with CI/HUMINT analysis is required.

    Knowledge, Skills, and Abilities:

  • Must be proficient in utilizing computer databases and intelligence related automated systems to support analytical efforts and product development.

  • If qualifying with a College degree, it is preferable to be in one of the following areas: Political Science, International Affairs, Area Studies, or a related field of study.

  • Ability to provide advice, guidance, and consultation to officials with regard to the interpretation and application of analysis.

  • Skill in oral and written communication to prepare and present analysis, provide guidance, solicit information, defend proposals, and negotiate agreements.

  • Ability to deal effectively with individuals at all organization and management levels both inside and outside the Department in order to establish and maintain liaison with individuals representing a broad range of organizations and interests involved in and affected by Directorate programs. This includes Intelligence Community and other Executive Branch agencies.

  • Problem-solving skills and the ability to prioritize multiple and sometimes conflicting and complex tasks.

  • Must be able to operate as part of a team, cooperate effectively with other team members and be mission focused.

    Security Clearance:

  • TOP SECRET Clearance with SCI Access Required

  • Must have a current United States Government TOP SECRET Personnel Security Clearance and be able to qualify for SCI access.

  • Must have a current U.S. Government Single Scope Background Investigation (SSBI)/Tier 5 or equivalent (less than 4-1/2 years old) to be eligible for SCI access.

  • Must be a U.S. Citizen.

  • Must be able to maintain required Security Clearance/access approvals.

    Travel:

  • Some travel to hostile areas in the Middle East may be required, and some locations may have austere living conditions.

  • Perform overseas travel to high threat locations that may involve extended travel time and exposure to dangerous conditions that require use of personal protective equipment while exercising special safety precautions.

    Work Environment:

    This position is located at U.S. Embassies and Consulates overseas primarily in designated high threat countries.
