Description

WWC Global is seeking an Identity Intelligence Biometric Community SME to support the Intelligence Identity Division (I2D), OUSD (I&S).

Responsibilities may include, but are not limited to:

  • Plan, coordinate, and participate in I2 strategic engagements across Special Operations Forces, Military Services, CCMDs, and Partner Nations to enable a federated approach to supporting I2 programs.

  • Maintain coordination with the Defense Forensics and Biometrics Agency, National Ground Intelligence Center and other identity representatives.

  • Conduct a high-level stakeholder analysis to illuminate potential supporters, competitors, constraints, and opportunities for I2 within DoD.

  • Develop a targeted stakeholder engagement plan to reach key influencers in support of I2 strategic communications and outreach efforts. Vet the approach with select stakeholders and revise the plan based on feedback.

  • Develop vignettes that illustrate the value and potential of' DoD I2 to support homeland security, DoD intelligence activities, and security sector reform programs. Develop a small set of vignettes describing the consequences of ineffective I2 programs.

  • Develop vignettes that illustrate the potential, impacts, and value of a mature I2 process with the flexible capability to generate actionable intelligence.

  • Develop and collaborate with Government experts to develop technical and programmatic solutions to I2 and Biometric policy challenges.

  • Provide in-depth I2 SME support to inform and provide guidance to DoD leadership.

  • Engage, support, and assist with the development of DoD’s I2 policy.

  • Assist DoD elements with operationalizing I2 through memorandums and technical agreements within the DoD.

  • Assist I2D with engaging I2 stakeholders within DoD and the USG.

  • Review, recommend, and assist with drafting I2 directives, instructions, regulations, memorandums, and policies both within DoD and, to the extent practicable, the IC.

  • Help draft and/or coordinate I2 concept development across the I2 community and leverage existing programs, such as the IC’s I2 program and DoD’s biometric-enabled intelligence (BEI) efforts.

  • Produce in-depth draft I2 White Papers, Action Memos, Information Memos, Official Letters, Response Memos, Staff Summary Sheets, Point Papers, Implementation Plans, strategic level documents, and tactical and/or theater-level document injects.

  • Ensure products contain Enterprise strategies aligned with the National Defense Strategy, National Security Strategy, and ODNI intent and vision for I2, and can further the promotion and/or sustainment of I2 policies, programs, resources, and capabilities to address both DoD and IC mission needs.

  • Participate in DoD, IC, and USG working groups and sub-working groups.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).

  • Ability to sit at a computer terminal for an extended period of time.

  • Ability to work in confined areas.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.

  • Employee is often required to sit and use their hands and fingers to operate a computer.

Travel:

  • 0-10% / Minimal travel expected.

Requirements

Basic Qualifications

  • Bachelor degree with 4-6 years of intelligence analysis experience, //or// Specialized training and 4-8 years of intelligence analysis experience, or equivalent intelligence/academic experience.

  • Current, active TS security clearance with the ability to obtain an SCI.

  • Knowledge and understanding of DoD Identity Intelligence (I2).

  • Strong professional writing background in policy.

  • Expert proficiency level in Microsoft Office Excel, Word, Outlook, and PowerPoint.

  • Outstanding communication skills, influencing abilities, and client focus.

  • Professional proficiency in English is required.

  • Applicants must be currently authorized to work in the United States on a full-time basis. WWC Global will not sponsor applicants for work visas for this position.

Preferred Qualifications

  • Master's degree.

  • Current, active TS/SCI security clearance.

  • Prior experience working with international organizations, such as NATO and Five Eye community.

  • Experience working at combatant command or joint-level headquarters.

  • Experience developing US Government Policy and Guidance.

  • Experience in developing international agreements in accordance with DoDI 5530.03.

  • Action or staff officer experience.
