Harbor Group Management Affordable Housing Regional Compliance Manager in Arlington, Virginia

JOB SUMMARY: The Regional Compliance Manager will oversee all aspects of housing compliance for the assigned portfolio. This position supports the Regional Compliance Specialist(s) as well as the on-site Regional Recertification Specialist(s) with compliance matters and directly reports to the Director of Compliance, Affordable Housing. The role requires a person with knowledge of local, state, and federal affordable housing requirements. This position is based out of the Northern Virginia/DC market.
Essential Functions:
Responsible for collecting, analyzing, and summarizing compliance data from various areas of the affordable housing program. Regional Compliance Manager must be a self-starter and possess the ability to work independently, exercise sound judgment, have intricate problem-solving skills, and be able to work under pressure. This position requires up to approximately 25% travel to various communities within the assigned portfolio.
DUTIES INCLUDE, BUT ARE NOT LIMITED TO:
Work in accordance with Harbor Group’s Standard Operating Procedures and HUD Handbook 4350.3
Oversee day-to-day compliance operations within the assigned portfolio.
Preparation of work schedules for on-site Reginal Recertification Specialist(s).
Maintenance of various affordable housing programs identified within the Regulatory Agreement for each property within the assigned portfolio.
Review initial and annual certifications to ensure eligibility of the applicant and/or resident on the various affordable programs within 24-48 hours of submission by onsite team members and/or a Regional Recertification Specialist.
Review and approve interim rent changes to ensure rent limits are in accordance with HUD, LIHTC, and HOME programs within 36 hours of submission by onsite team members and/or Recertification Specialist.
Independently respond to inquiries from any team member submitted verbally and/or in writing with respect to various affordable programs.
Monitor and provide status and reporting of past due recertifications to the Director of Compliance, Affordable Housing, and others as directed.
Develop and implement corrective action plans in collaboration with the Regional Manager and Regional Recertification Specialist for communities within the assigned portfolio that are out of compliance.
Timely and accurately prepare and submit required annual and/or monthly reporting with respect to federal, state, and county lender requirements, placing all applicable correspondence within property SharePoint.
Perform internal validation activities of data within Harbor Group Systems, and monitor 3rd party state-required system(s).
Collect, analyze, and summarize compliance data from Regulatory Agreements, utility allowance schedules, and rent and income limits to compose profiles for individual sites within assigned portfolio.
Perform and/or oversee annual internal audits of each property in assigned portfolio as defined within the Harbor Group standards.
Prepare all audit and post-audit responses for submission to the applicable agency and all parties required, as defined by the Director of Compliance, Affordable Housing.
Attend in-person physical file audits to support external or 3rd party auditors within assigned portfolio.
Develop and lead training sessions and/or meeting agenda topics focused on various compliance-related guidelines, rules, Harbor Group SOPs, and best practices used within the industry.
Act as liaison between the site teams/regional operation leadership and the compliance department to provide assistance where needed.
Attend industry training(s) as required.
Perform other duties and support special projects as assigned.
QUALIFICATIONS:
A minimum of five (5) years-experience in compliance monitoring of affordable & LIHTC multifamily housing properties
Strong written and verbal communication skills
Proficient in Microsoft Word, Excel and Outlook
Strong knowledge of LIHTC and HUD regulations
Strong knowledge of the IRS 8823 Guide as well as the HUD Manual 4350.3
Ability to work in a fast-paced environment
Ability to take charge and ownership of projects
Self-starter and independent worker
Intermediate-advanced knowledge of MS Office- Outlook, Word, Excel, Power Point
Intermediate-advanced knowledge of property management software, MRI products is a plus
Ability to develop advanced knowledge of other programs or systems as needed.
Previous experience managing and directing the work of others
Ability to manage multiple projects at the same time, while meeting regular deadlines
Strong attention to detail, highly organized, and able to adhere to detailed processes
Proven ability to effectively communicate with diverse groups such as customers, supervisors, and teammates
Demonstrated ability to change direction and reprioritize task
Exceptional communication and presentation skills including involvement with executive level communications
