    Summary

CAE USA is seeking a Program Controls Manager to lead a team dedicated to the project controls execution of our high-fidelity training product lines. Our customer committed to use high-fidelity simulation in their upcoming projects and as a result this product line will grow significantly over the next five+ years. This position will also be the primary customer interface regularly reporting on program performance and status.

Projects generally span multiple years and range from design and development to production and sustainment. Success in this role requires extensive knowledge and expertise in largescale project management, scheduling, earned value management, hardware engineering, subcontract and material management as well as cross functional leadership. Further, the successful candidate will be responsible for leading cost and schedule execution for a geographically dispersed team with multiple partner companies (large and small), as well as managing a customer with extremely high expectations and requirements.

  • Direct project controls aspects in all phases of a very large and complex DoD program from initial program planning and proposal development through all phases of engineering development and production to successful product delivery and timely closeout of completed programs to ensure that all obligations are satisfied, and program documentation is properly recorded.

  • Develop and implement standardized project controls to manage budgets, schedule and quality for engineering, construction, and other types of projects.

  • Establish controls and operating policies that identify, monitor, and mitigate risk factors that could impact the success of a project.

  • Ensure controls address cost and budget considerations, scope changes, supplier performance, and other risk levels.

  • Provide guidance and consultation to program manager and higher management.

  • Support the program manager in meeting program execution cost, technical and schedule requirements as well as company financial targets.

  • Partner with supply chain management to lead/coordinate a project controls team with multiple industrial partners, sub-contractors and large supplier base.

  • Communicate project controls status, issues, risks, opportunities, and plans to internal executive management.

  • Support the development and maintenance of the program integrated master schedule to include the internal and external milestones and phases as established by the respective program teams.

  • Ensure advanced integrated scheduling across multiple business partners provides a persistent view of the critical path. This includes developing and implementing plans and schedules to execute contracts/subcontracts. Report program status to executive management as required.

  • Establish and monitor adherence to program master plans and schedules, identify program problems, obtain solutions, direct allocation of resources.

  • Develop and implement corrective action plans when deviations from budgets and/or schedule are evident. Seek senior management assistance in resolving schedule and budget problems as they arise.

  • Formally identify, assess, monitor, and mitigate risk throughout the program life cycle. Obtain approvals based on thresholds prior to making decisions that will cause deterioration of established program, cost, and schedule objectives.

  • Maintain program financial forecasts, report progress to financial objectives using DOD approved earned value management and reporting system.

  • Serve as the primary interface with the customer on all matters involving project controls. Coordinate with other departments on resolution of project controls issues with customer. Coordinate with contracts manager on issues pertaining to contract requirements, changes, and interpretations

  • Ensure project controls coordination across multiple programs and/or projects and with other product line, and functional leads. Support program bid and proposal activities. Ensure that requirements of the request for proposal are met in the preparation and documentation of bids and proposals.

    Qualifications and Education Requirements

  • Minimum 15 years program management and/or program/project controls experience or general management of large-scale maritime construction projects with P&L responsibility.

  • Bachelor's degree in project management, engineering, construction management, business, or related field. Master’s degree preferred.

  • Experience working DoD projects in a Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) environment. Understanding of requirements associated with approved Government systems, (accounting, estimating, procurement, material management and accounting, property).

  • Experience in project controls on projects of similar size and complexity as the program scope of work.

  • Experience establishing criteria for project controls activities.

  • Experience establishing integrated scope, schedule, and cost controls on assigned projects, including associated variance reporting techniques.

  • Experience planning and directing schedule management functions, including program schedule development, resource integration, and identification of critical path, schedule control, and variance analysis.

  • Experience applying critical path analysis methodology (BEI, CPLI, SPI).

  • Experience planning and directing cost management functions, including cost estimating, budget development, forecasting, cost control, and variance analysis.

  • Experience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity, and variance analysis.

  • Experience establishing integrated change control functions.

  • Experience establishing integrated risk and opportunity management functions, including development of risk management plans, risk breakdown structures, risk registers, and associated risk response strategies.

  • Experience coordinating with program manager and functional teams to address project needs and identify and resolve emerging issues.

  • Experience coordinating between functional teams to ensure accuracy of key project metrics, leverage lessons learned, and implement best practices.

  • Successful track record in managing project controls for large complex aerospace/defense programs as a prime or subcontractor with multiple industrial partners, sub-contractors, and suppliers (>$100M annually program).

  • Must be a dynamic and energetic leader that involves other team members in the decision making and change process.

  • High-energy and self-driven individual that can “make things happen” without a large support organization to depend on daily and is a time management expert.

  • A personality style that is team oriented and has the success of the customer, program, organization, and business as his/her main objective.

  • Ability to establish and clearly communicate overall program objectives, mission, vision and strategy.

  • Experience coordinating and working with cross-functional teams.

  • Strong communication skills to advise team members and senior management on status and/or actions.

  • Understanding of Defense Procurement Process, supporting Capture and Proposal writing activities.

  • Experience with Product Lifecycle Management (PLM) Software, JIRA/Windchill preferred.

  • Experience with Enterprise Resource Management systems integrated with demand planning.

  • Experience Integrated Product and Process Development (IPPD) or Integrated Program Management Reporting (IPMR).

  • DoD Active Secret security clearance required.

  • PMI Certification preferred.

    Security Responsibilities

Must comply with all company security and data protection / usage policies and procedures.  Personally responsible for proper marking and handling of all information and materials, in any form.   • Incumbent must be eligible for DoD Personal Security Clearance.

    Work Environment

  • Work will be performed in an office and high bay manufacturing environment.

  • Ability to travel nationally (CONUS) frequently.
