The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is recruiting for a Project Development and Delivery Program Manager (Administrator V). This position is located in the Office of Project Development and Delivery (OPDD). OPDD's goals include project tracking across MDOT, supporting project development and delivery at the enterprise level, helping to steer high-priority projects, and implementing improvements.

The Project Development and Delivery Program Manager will lead the office's involvement in statewide improvement and standard operating procedure efforts for project delivery and manage consultant work related to mega construction project management in coordination with the Director of Project Development and Delivery. Job duties include, but are not limited to the following:

  • Working directly with MDOT Modes on capital projects. This includes regular involvement with the MDOT Modes and visits to project sites.

  • Providing guidance and direction on key activities in the planning, development, and delivery phases of projects.

  • Organizing and leading multidisciplinary work teams of consultants, modal staff, and TSO staff to resolve issues that arise on projects to help construction projects achieve departmental goals.

  • Managing and updating project data and using the data to develop leading indications that can determine projects that may be off schedule.

  • Evaluating the efficiency of operations and then developing, revising, and recommending new policies, standards, and workflow procedures for how MDOT modes manage and deliver projects.

  • Serving as the project manager for implementing improvements associated with capital project development and delivery across all MDOT Modes.

  • Identifying, developing, and implementing tracking metrics.

  • Creating processes and standards (SOPs) to capture best practices and to institutionalize OPDD’s activities.

The current vacancy exists at MDOT TSO in the Office of Project Development and Delivery, which is located in Hanover, MD. (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six (6) years of experience in administrative staff or professional work. Four (4) years of experience in capital project planning development and/or delivery.

The ideal candidate will possess one or more of the following:

  • Capital project experience in planning, development, and/or delivery

  • Experience in change management and/or process improvement

  • Project management experience (in any field)

  • Passion for public sector work

  • Willingness to take on challenges

  • Possession of excellent communication and interpersonal skills

  3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

  4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
