An Internal Auditor II Investigator-Audits Specialist performs a range of auditing and investigative functions. These functions typically include planning, conducting, and finalizing investigations of fraud, waste, and abuse in a timely, effective and efficient manner while maintaining a high degree of confidentiality in conducting investigations due to their sensitive nature. The Internal Auditor II Investigator-Audits Specialist supports the Office of Audits and Rail Safety by performing a wide variety of professional complex audits, reviews, evaluations, and advisory services to assess the effectiveness and efficiency of operations, reliability of financial reporting, and compliance with applicable laws, codes, standards, and regulations; and to perform related work as required. This work may require travel throughout the state, including overnight travel.

Some of the essential duties of the Internal Auditor II Investigator-Audits Specialist include, but are not limited to the following:

  • Receives and logs allegations about fraud, waste, and abuse and assesses whether the allegation should be investigated.

  • Conducts initial review of complaints or allegations of fraud, misrepresentation, abuse, waste, breach of contract and warranties and information to identify appropriate and recommended action.

  • Determines and writes investigation plans to establish the scope, timing, methodology, and steps to validate the allegations being investigated.

  • Investigates complaints or allegations of fraud, misrepresentation, abuse, waste, breach of contract and warranties, within TSO and the Modes, if necessary, including reviewing documentation, developing pre-text to obtain information, performing physical observations, and corroborating evidence and documentation obtained.

  • Develops a draft written report of the investigation results.

  • Performs the full range of financial, performance, and operational audits.

  • Performs audit tests and identify material noncompliance with applicable laws, regulations, and procedures.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor’s degree from an accredited college or university with 30 credit hours in accounting and related courses.

Experience: Three (3) years of experience conducting internal or external financial and operational audits that include elements for finance and compliance, economy and efficiency, and program results. *One (1) year of the three (3) years of experience must have involved investigations of fraud, waste, and abuse.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

The preferred candidate will have one or more of the following:

  • Association of Certified Fraud Examiners Certification (CFE)

  • Institute of Internal Auditors Certification (CIA)

  • Certified Public Accountant

  • An equivalent certification such as the American Society for Quality, or Certified Quality Auditor Certification

  • Knowledge of audit principles and IIA Standards Ethics and Professionalism

  • Experience in risk and control assessments

  • Experience in thoroughly documenting process flows and controls in financial, and/or business operations cycles

Notes:

  1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

  2. Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university may be substituted for one year of the required experience.

  3. Applicants may substitute one year of accounting experience for one year of auditing experience.

  4. Candidates may substitute equivalent U.S. Armed Forces military service experience for civilian experience cited above.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the state of Maryland.
