Effective July 1, 2024, new salary range will be $84,229.00 - $136,003.00

This position performs as the Contract Administrator Supervisor in the Division of Procurement and Contract Management at the Motor Vehicle Administration. This position is responsible for managing, supervising, and training lower-level Contract Administrators engaging in the management of MVA procurement contracts.

The incumbent in this position will administer and ensure contractual compliance of MVA contracts and is responsible for the management and oversight of assigned contracts throughout all phases of the contract lifecycle which involves planning, organizing, and executing contract development, negotiation, performance monitoring and compliance, vendor management, change management, close out and other activities associated with the contract management process.

The Contract Administrator Supervisor will interact daily with various staff members within MVA, including, but not limited to, MVA Procurement Officers, Project Managers, Contract Monitors, Branch Managers, Contractors, other MDOT modes, Maryland agencies, including Department of General Services Office of State Procurement (DGS OSP), Department of Information Technology (DOIT) to initiate, assist in needs assessment and drafting of specifications for upcoming procurements, task orders, work orders, change orders, modifications, extension requests, and Board of Public Works Agenda items and back up documentation

Responsibilities include the following:

  • Coordinating and overseeing the contractual services for the operations of MVA locations

  • Managing large, complex, and highly technical IT, Services, A/E, Constructions, Maintenance and Commodities, Service & Equipment contracts on a daily basis

  • Handling daily managing and implementation of MVA wide contracts resulting from requests for proposals (RFP), invitations for bids (IFB), task orders, sole source, intergovernmental cooperative agreements (ICPA), memoranda of understanding (MOU) and other solicitation methods

  • Monitoring and evaluating contractor performance and assessment for assigned agency specific information technology contracts and task orders

  • Overseeing and resolving the most complex issues or problems related to MVA contracts and contract-related laws, regulations, policies, or procedures

  • Managing and overseeing assigned contracts throughout the contract lifecycle by planning, organizing, and executing pre-award, award, and/or post-award activities

  • Awarding of contracts, collecting documentation from the assigned Procurement Officer. Reviewing those documents for accuracy, confirming all information is entered in the MCORE system correctly, and become familiar with contracts. And other duties assigned

The current vacancy exists in MDOT MVA’s Office of Procurement and Contracts Management in Glen Burnie, MD (Anne Arundel County).

Qualifications

PREFERRED QUALIFICATIONS

EDUCATION: A bachelor's degree in business administration, contract management, supply chain management or similar.

EXPERIENCE: Six (6) years procurement experience.

Note:

  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

  2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

  3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

  4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications

Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
