Arlluk Technology Solutions, a Koniag Government Services company , is seeking a Senior Software Engineer with a Public Trust Clearance to support ATS and our government customer in Annapolis, MD.

The Chesapeake Bay Program is a unique regional partnership that is responsible for the restoration of the Chesapeake Bay. CBPO partners include the states of Maryland, Pennsylvania, Virginia, Delaware, New York, West Virginia, and District of Columbia as well as other Federal Agencies and Universities. The US Environmental Protection Agency represents the Federal Government in an effort to protect Chesapeake Bay and better coordinate water quality restoration efforts throughout the Chesapeake Bay watershed. The Chesapeake Bay Program Office (CBPO) Data Center is the focal point for supporting the development of critical decision support tools, the data sharing enterprise and supporting scientific computing across the partnership.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Develop applications in a .NET / C# environment deployed on the AWS Cloud Computing Platform.

  • Design and develop software components utilizing AWS services.

  • Interact with Application Architect and participate in system design.

  • Perform testing on developed code (initial and regression)

  • Coordinate and prioritize application modifications and bug fixes.

  • Participate and contribute to a team approach to software development and problem solving.

  • Ability to quickly adapt to emerging technologies and a strong interest in implementing innovative techniques.

  • Work well as part of a development team.

Education and Experience:

  • Candidate must have at BA/BS degree and a minimum of 5 years of relevant software engineering experience.

Required Skills and Competencies:

  • Microsoft .NET 5/6/8, .NET Core, C#, MVC and ASP.NET with an understanding of Object-Oriented design techniques

  • JavaScript, Jquery, JS Frameworks, Cross-browser web design

  • Microsoft Visual Studio, SSMS, VS code

  • Experience with AWS services: S3, Lambda, SQS, SES, RDS, ElastiCache, Cloudwatch.

  • Proficiency in designing serverless architecture components and implementing them using Docker Containerization and AWS Lambda.

  • Experience with Tools such as JIRA, Confluence and Bitbucket

  • SQL (Microsoft SQL Server background)

  • Strong knowledge of software development best practices

  • Experience in .NET Core 3+ Strong written and verbal communication skills

  • Successful candidate is subject to a background investigation by the government and must be able to meet the requirements to hold a position of public trust.

Desired Skills:

  • Experience with web based Geospatial tools such as Leaflet, Mapbox or similar.

  • Familiarity with Configuration Management methodology and version control systems like Git or TFS

  • Experience implementing Redis Cache solutions to improve application performance.

  • Experience with serialization techniques such as Protocol Buffers (protobuf) and.NET serialization.

  • Microsoft SQL Server – experience creating stored procedures and views.

  • Experience with RESTful Web Services and Service Oriented Architecture

  • Strong Documentation and Reporting skills

  • Familiarity with Microsoft Office Products

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
