The primary purpose of this position is to serve as the Air National Guard (ANG), Fire & Emergency Service Functional Manager. The incumbent is responsible for establishing, implementing, and managing ANG's overall Fire & Emergency Services Program. Responsibilities Continued from Summary: Provides guidance on fire protection operations and prevention policy, standards, criteria and implementing instructions and contingency operations within the scope of the Fire and Emergency Services career field. Incumbent is directly responsible for mission assurance through effective management of all fire protection and prevention programs for all ANG units and installations throughout the United States, the three territories of the United States, the District of Columbia and the Commonwealth of Puerto Rico. Exercises supervision over branch personnel and performs duties of Division Chief when necessary. Duties: Plans, organizes and directs the activities of ANG A4XF, ensuring the Fire and Emergency Services Branch complies with legal and regulatory requirements and meets customer needs. Directs and coordinates the activities of the Branch and serves as the ANG Subject Matter Expert and consultant for fire protection and fire prevention engineering activities. Directs and coordinates the activities of the Branch with other functions of the ANG which entails budgeting for fire departments, fire equipment supplies, motorized fire apparatus, communications, training, and operations. Applies Fire and Emergency Services experience to analyze, evaluate and develop fire protection coverage in support of both current and long-range application and Represents the ANG in contact with HQ USAF, AFCENT, DET, and other MAJCOMs to assist in evaluating new or modified firefighting and crash rescue equipment. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the individual Occupational Requirements (IOR) for the GS Fire Protections and Prevention Series 0081. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade, GS-12, level or band (or equivalent in other pay systems), which has equipped me with experience necessary to perform the job. Examples of creditable specialized experience include mastery of knowledge of fire protection sufficient to make decisions and/or recommendations significantly changing, interpreting or developing important agency programs; extensive knowledge of current regulations, plans, programs, and procedures relating to fire protection, mobility, contingency, and exercise support and employment of fire protection forces worldwide. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledgeable of USAF, DoD, and civilian firefighting and fire prevention programs, regulations and state-of-the-art technology. Ability to recognize and analyze problems, conducts research, interpret and apply rules, regulations and procedures, summarize results and make appropriate recommendations. Ability to formulate, justifies, and defends requirements. Ability to lead and motivate others. Ability to communicate effectively both orally and in writing and maintain good working relations. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Certification requirements for this position are: Fire Officer IV (includes Fire Officer I, II, III), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes HAZMAT Awareness, HAZMAT Operations), Airport Firefighter (includes Firefighter I, II) and ICS 100, 200, 300, 400, 700, and 800.
