Corps/Department: Salvation Army Clitheroe Center/ADOC SATS Program

Reports To: Anchorage Social Services Program Director

FLSA Status: Full Time/40 hours per week; Exempt

The length of the contract will be from the date of award, approximately 12/1/2020 through 6/30/2021 with optional renewal periods to be exercised at the sole discretion of the State up to 6/30/2023. Continuation of position is contingent upon the successful renewal of the contract for each period.

Education and Work Experience:

  • Master’s Degree in the Behavioral Health Sciences or related field and three years’ experience in the field of substance abuse/mental health or related field, and three years’ supervisory experience required.

  • Must be able to pass ADOC background check and PREA screening.

Scope of Position/Essential Functions: Under the direction of the Anchorage Social Services Program Director, SATS Clinical Manager oversees the clinical/treatment aspects of the ADOC SATS programs. He/she assures quality substance abuse and dual diagnosis treatment through program integrity and program design. The SATS Clinical Manager maintains and enhances treatment capabilities by training, coaching, and monitoring the program staff. The SATS Clinical Manager will facilitate staff meetings, and serve as the overall authority for the program. The SATS Clinical Manager ensures compliance with all contract requirements.

Knowledge, Skills and Abilities Required:

  • Knowledge of Substance-Related and Addictive Disorders and the treatment thereof.

  • Experience in direct service delivery to include program management, substance use disorders/addictions, peer support, trauma-informed care, dual diagnosis/co-occurring, and mental health treatment.

  • Extensive knowledge of DSM mental health diagnoses and the treatment thereof.

  • Skilled in the areas of group, individual, and family counseling, didactic presentations, case management, treatment planning, discharge planning, crisis prevention/intervention, clinical evaluation, screening and assessments, and documentation requirements.

  • Knowledge of and ability to complete SBIRT and ASAM Assessments.

  • Strong organizational, verbal, and written skills

  • Ability to maintain a collaborative and cooperative work environment and to work with a minimum of supervision.

  • Knowledge of cross-cultural issues and skill in working with diverse populations.

  • Ability to complete multiple tasks, meet deadlines, observe confidentiality, remain self-motivated, and work with a minimum of supervision.

  • Detail-oriented with a high level of accuracy required.

  • Ability to work in a fast-paced environment, maintain poise under pressure, and successfully communicate with a wide range of personalities.

  • Current Alaska driver’s license with acceptable driving and criminal history reports.

Essential Functions:

  • Ensures program meets all contract requirements, laws, and best practices; develops standards of practices for clinical processes to increase efficiency and integrity of programs.

  • Reviews client data reports and analyzes attainment of program goals and objectives; designs and leads treatment team meetings and staff meetings regularly.

  • Exercises assertive management skills to ensure quality operation of the ADOC SATS program, effective personnel performance, efficient service delivery, and compliance with all contract requirements, applicable laws, and regulations.

  • Provides training to the clinical staff that meets or exceeds industry standards; analyzes clinical staffing resources and makes recommendations to the administrator; establishes expectations for documentation, caseloads, and output.

  • Interviews, hires, promotes, trains, coaches, counsels, disciplines, and terminates counseling staff per TSA policy and in coordination with the Administrator; plans, monitors, and appraises job performance of clinical staff; ensures that staff issues are resolved in a timely manner; informs Executive Director of issues with any clinical staff member.

  • Serves as clinical liaison between Clitheroe programs; coordinates services and enhances intra-agency communication and cooperation.

  • Coordinates audits for counseling staff; reviews all client discharges; chairs treatment team meetings; attends quality assurance meetings; conducts client interventions; oversees ASAM criteria implementation as part of assessment procedures;

  • Plans and implements training for clinical staff on a scheduled basis and participates in training of support staff as needed.

  • Makes program presentations; participates in inter-agency committees and task forces as assigned by the Executive Director; participates in approved trainings.

  • Serves as on-call manager for the facility on a rotational basis.

  • Attends regular supervision meetings with the Executive Director.

  • Participates as a member of the Clitheroe Management Team.

  • Performs other related duties as assigned by the Executive Director.

Software-related Skills: Microsoft Word, Microsoft Excel, Microsoft Outlook, and ASAM CONTINUUM required; working knowledge of integrated database applications and ability to use new software programs with basic training.

Work Environment: The work environment is located inside an Alaska Department of Corrections facility in an office setting. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Language Skills: Must be able to understand, follow and give both written and oral instructions and be able to give presentations and be comfortable with public speaking. The employee must be able to use speech and hearing for ordinary and telephone conversation.

Mathematical Skills: Must be able to perform simple calculations (addition, subtraction, multiplication, and division) and apply concepts such as ratios and percentages in practical situations.

Performance Skills: Must be creative, self-motivated, organized, flexible, and possess leadership skills.

Sacred Boundaries and Protect the Mission: Must complete the online course for this area and pass the Background Check required by The Salvation Army for employment.

Physical Requirements: Ability to sit, walk, stand, bend, squat, climb, kneel and twist on intermittent or continuous basis. Ability to grasp, push, pull, and reach overhead. Ability to operate a telephone. Ability to lift up to 25 pounds. Ability to access and produce information from a computer. Ability to understand written information. ADOC Personnel Management: This job description is for a contract-funded employee position to provide substance abuse treatment services under a contract for the Alaska Department of Corrections (ADOC.) In addition to The Salvation Army Human Resource procedures for personnel, all staff working under the ADOC contract must also be approved by the ADOC project manager and will be required to pass ADOC background check, complete a PREA screening, receive a Security Clearance, agreed to the ADOC Code of Ethical Conduct 202.01a, agree to the ADOC Standards of Conduct 202.15a, complete an ACOMS form and agreement, and submit a Criminal Justice Information Services Addendum prior to their hire. After hire, the ADOC reserves the right to disqualify, prevent, rescind approval, or remove any staff performing work under the contract, and is under no obligation under the contract to inform The Salvation Army of the criteria for disqualification or removal. Therefore, per the requirements of the ADOC contract, the Salvation Army reserves the right to terminate any employee deemed unsatisfactory to the ADOC.
