Summary The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies. For information about our bureau go to: http://www.boem.gov/ Responsibilities This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Alaska OCS Regional Office, Office of Environment, in Anchorage, Alaska. At the full performance level (GS-15) the major duties of this position include, but are not limited to the following: 1. Directs the research, development, and assessment of information on potential environmental consequences of Outer Continental Shelf (OCS) mineral and non-mineral energy, leasing, exploration, development and production in order to conduct environmental reviews and analyses pursuant to Outer Continental Shelf Lands Act (OCSLA), National Environmental Policy Act (NEPA), the Endangered Species Act, and other environmental laws. 2. Directs the identification and procurement of environmental studies to address regional needs for all phases of OCS activities in Alaska, in coordination with other regional offices, BOEM headquarters, the Department of the Interior OCS Scientific Committee, governmental agencies, industry, academic and research institutions, special interest groups, and the public. Directs the management and administration of these study contracts and the inspection and review of products for scientific quality and responsiveness to contracts. 3. Directs the coordination of environmental issues, the conduct of legally required environmental consultations, and the resolution of controversies with local, tribal, State and Federal agencies, and interest groups. 4. Provides expertise on environmental issues for the Renewable Energy and Alternative Use Program. 5. Directs the management of technical documents, information and computer databases resulting from the Region's environmental studies and analyses program. 6. Participates in the development of long-term goals and objectives for the BOEM Offshore Program and the Alaska Region and assists with tactical plans to accomplish the objectives. BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-15: $162,365 -$191,900 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. Requirements Conditions of Employment You must be a U.S. Citizen. See http://www.sss.gov/. Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Writing briefing papers, environmental reviews, journal articles, or similar documents. 2. Leading the overall planning, direction, and timely execution and measurement of activities performed by a multidisciplinary staff. 3. Overseeing environmental review and analyses pursuant to OCSLA, NEPA, the Endangered Species Act, and other environmental laws. 4. Resolving technical problems related to natural resource laws, OCS development, or marine science. Must meet all. This includes holding stock in energy corporations which lease Federal lands (e.g.: oil, gas, coal, alternative energy resources, etc.). Employees must be objective and impartial in the performance of their work.
