Job Description:
L3Harris is seeking a Subject matter expert in Government and International contracting with strong business acumen and extensive experience with FAR, DFARS and ITAR. The successful candidate will provide excellent leadership to our Spaces and Sensors Division with the Defense Electronics Sector. Candidate will lead a contracts organization of approximately 8-10 contract professionals spanning across multiple locations. This dynamic serves a wide range of customers with complex contractual arrangements that require expertise and diligence to ensure sounds business deal formation focused change management.
Manages experienced professionals, lower-level supervisors, or managers. Communicates within and outside of the organization to influence leadership to accept new practices, approaches, and concepts. Develops or champions new concepts or technologies. Manages the implementation of functional strategies and recommends operational plans that directly impact the short- to mid-term function or business area results. Responsible for creating workforce and staffing plans for team or department to ensure availability of human capital necessary to accomplish departmental business results. Communicates with parties within and outside of the organization, which includes larger customers or vendors. Works to influence others to accept team's views or practices and agree/accept new concepts, practices, and approaches. Frequently conducts briefings to senior leaders.
Responsible for improving upon existing or establishing new processes and systems using significant conceptualization, reasoning and interpretation. Recommends operational plans and tactics that will directly impact the achievement of overall functional results. Directs the execution of tactics established by functional leadership. Establishes operational plans for job area with short- to mid-term impact on results (e.g., 1-2 years). Work requires a high degree of responsibility for resources, and provided guidance on and influences business decisions made by functional leadership.
Essential Functions:
Clearance preferred, ability to travel, flexible working hours;
Leadership of medium-sized and geographically dispersed team;
Responsible for RFP review and risk assessment, proposal preparation, contract negotiation, contract administration, and customer contact activities for assigned contracts/programs;
New employee mentorship and training, coordination of various personnel actions (e.g. HR actions, compensation, employee developments);
Terms and condition review, markup, and negotiation;
Champion and lead process improvement initiatives at the Division level;
Internal and external communication, leadership briefing - serves as the primary communication conduit between L3Harris and their respective customers;
Preparation, review and negotiation of pre-award agreements including non-disclosure agreements and teaming agreements;
Proposal preparation, including detailed understanding of cost and pricing details, risk, opportunities, business deal structuring, and creating unique terms and conditions with cross functional input;
Lead contract negotiations for all scope, cost, terms, and conditions;
Provides proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications;
Provides guidance to teams to ensure supplier flowdown compliance, coordinates to ensure international trade compliance;
Analyzes material estimates, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness;
Contract execution, change management, and contract closeout;
Prepares bids, proposals and ROMs;
Processes, reviews and provides guidance on Statement of Work, specifications, progress report, and other reports;
Coordinates annual reps and certs, SAM enrollment;
Knowledge with various contract types: FFP, CPFF, CPIF, T&M, etc.;
Ability to multi-task and prioritize and close actions before deadlines as required;
Highly effective verbal and written communication skills;
Ability to think critically, problem solve and work independently;
Demonstrated ability to build relationships and work in a team environment;
Ability to multi-task and determine priorities while working on multiple assignments;
Dedication to meet customer deadlines;
Participation and briefing at recurring internal and external program reviews, utilizes these reviews as method of identify risk and overcoming program challenges;
Ability to negotiate contract terms and conditions with commercial and US Government customers;
Conducts and leads change management process with internal team and communicate equitable adjustment rights to customers;
Utilize and coordinate utilization of contract sales order system to record contract awards and modifications;
Advises management of contractual rights and obligations and strategies to execute successful business deals;
Compiles and analyzes data as required Maintains historical information for assigned contracts;
Ability to clearly present information to broad audience, inclusive of management;
Qualifications:
Bachelor’s Degree with a minimum of 12 years of prior related experience, or
Graduate Degree with a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
6+ years broad management and leadership knowledge to lead cross-department project teams or manage across the function.
10+ years mastery within a specific technical area or broad expertise across multiple related job areas (FAR, DFARS, ITAR, EAR).
Must be US Citizen

The successful candidate must have demonstrated of being the focal point of communications between company and customer. Additionally, successful candidate must have demonstrated the record of being a key member of an integrated program team, supporting the customer, program management, engineering, finance, quality, operations, and supply chain through clear communication of contractual requirements, interpretation, law, regulations, and policies and procedures.
The successful candidate must have proficient knowledge of U.S. Government regulations including FAR, DFAR, EAR, and ITAR.
The successful candidate must have demonstrated record of issues resolution.
Experience with using Microsoft Office (Word, Excel, PowerPoint, etc.).
Active Clearance preferred
In compliance with pay transparency requirements, the salary range for this role is $130,000 - $242,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
