Responsibilities Serve as an advocate in assisting the Tribes and Tribal members with their real property holdings. Analyze request of Indian-owned trust assets and resolve any lease-related problems with owners or leases/agreements. Consult beneficiaries, lessees, landowners and other interested parties about the contracting process, for options and documentation. Analyze the transaction, including the application, land description, appraisal, NEPA, TSR, and other clearances, to ensure compliance with statutory authority, laws, regulations, tribal ordinances, policies and procedures. Performs on-site inspections for compliance; recommends corrective action or changes needed. Track and evaluate compliance issues and corrective actions; and takes appropriate corrective action in response to violations. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1170). SPECIALIZED EXPERIENCE GS-9: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-7 in the Federal Service (obtained in either the public or private sector). This experience includes responding to technical inquiries and explaining Realty services and processes; prepare draft realty transactions of moderate difficulty for review and approval; prepare and publish advertisements of tracts for leases or contracts; maintain and retrieve information from automated systems; analyze transactions including applications, land descriptions, appraisals, NEPA, TSR, and other clearances, to ensure compliance; OR EDUCATION: Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree (36 semester hours, 54 quarter hours or equivalent); OR LL.B. or J.D., if related to this position. GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work.
