Job Summary & General Information

Under administrative direction of the Inspector Supervisor, performs a variety of technical field and office engineering work involved in inspecting construction activities on assigned engineering/public works projects; ensures conformance with approved plans, specifications, and City standards; identifies erosion and sediment control violations for the City; investigates, inspects, and enforces state, federal, and City erosion and sediment codes; maintains records and prepares reports on projects inspected; and provides information and assistance to contractors, developers, engineers, and the general public in person, by telephone, or in the field.

This is a non-exempt position.

Essential Job Functions and Responsibilities

Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.   • Inspects the construction, repair, and/or alteration work on assigned engineering/public works projects including streets, parks, gutters, curbs, sidewalks, parking lots, water and sewer systems, storm drains, underground improvements, street lighting systems, landscaping, landscaping irrigation systems, facilities, and other City capital projects; inspects materials, methods, and procedures for conformance with plans and specifications; enforces and observes testing of materials; reviews test reports; performs final inspection upon completion of project.

  • Travels to and inspects private development construction sites for compliance with applicable erosion and sedimentation control, stormwater management, floodplain management, and public improvement ordinances.

  • Meets and confers with representatives of utility companies, contractors, engineers and other public agencies regarding construction plans and specifications; investigates and attempts to resolve citizen complaints.

  • Verifies proper maintenance and effectiveness of erosion and sediment control, at a minimum, weekly.

  • Opens private construction sites; collects all paperwork and signatures from developer and owner; verifies compliance with NPDES permits.

  • Answers questions, provides information to, and confers with property owners regarding project schedule, hazards, and inconvenience; schedules service interruptions with the least interference and least inconvenience to property owners; coordinates work with other City departments and utilities to resolve interferences and conflicts.

  • Maintains records such as record of inspection, inspection log, verbal warnings, violation notices, stop work orders, etc.

  • Takes appropriate action to resolve complaints and/or correct violations.

  • Prepares and/or generates various records and reports including inspection log or record, start date, photographs, warnings, violations, stop work orders, etc.

  • Testifies in court or at Board of Zoning Appeals on code violations.

  • Takes, investigates, and finds solutions for Department of Engineering/Public Works’ complaints requiring field investigations.

  • Performs field visits and conducts map/plan research regarding drainage complaint or private development sites.

  • Completes inspections of City owned and maintained municipal separate stormwater system.

  • Assists in preparing and processing progress payments for contractors; negotiating contract change orders and revisions to reimbursement agreements.

  • Compiles detailed data on construction progress and inspection results including project punch lists; issues notification letters to contractors; maintains a variety of records and files; prepares various reports and logs on daily operations and activities.

  • Reviews plans, specifications, contract documents, and other technical data to ensure conformance with City standard; recommends and/or makes changes as necessary. Receives and/or reviews various records and reports including erosion control plans, notice of intent, notice of termination, geotechnical reports, etc.

  • Enforces and documents adherence to various environmental requirements.

  • Responds to public inquiries at the front counter and over the phone in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.

  • Attends and participates in seminars, training sessions, and other meetings; maintains awareness of new trends and developments in construction methods and materials, incorporates new developments as appropriate.

  • Addresses public safety in construction zones; advises contractors of issues related to public safety; assists in detour planning, sign placement, and other traffic control measures.

  • Performs other duties as assigned.

  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

    Ability to:

  • Perform inspections on a variety of engineering/public works projects.

  • Understand and interpret maps, engineering plans, construction drawings and specifications, and basic stormwater design calculations.

  • Prepare accurate engineering records.

  • Recognize the potential for process improvements and then propose and execute changes.

  • Deal firmly and tactfully with contractors, engineers, and property owners.

  • Detect and locate faulty materials and workmanship and determine the stage of construction during which defects are most easily found and remedied.

  • Interpret and apply laws, regulations, codes, ordinances, and policies governing the construction of public works projects.

  • Perform various mathematical calculations.

  • Prepare and maintain records, drawings, and reports related to construction activities.

  • Prepare and present oral and written reports, including inspections, performance logs and records, and related compliance documents.

  • Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and to detect deviations from plans, regulations, and standard construction methods, practices, and requirements.

  • Exercise sound and independent judgment.

  • Plan and organize daily work schedules and prioritize inspections.

  • Safely operate a variety of tools, equipment, and assigned vehicle.

  • Understand engineering principles and apply to construction projects.

  • Inspect and analyze construction procedures and interpret code violations.

  • Implement and maintain daily records.

  • Respond to issues and concerns from the community.

Minimum Qualifications

Combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.

Required:

  • High school diploma or GED equivalency supplemented by specialized training in public works inspection, civil engineering, or a related field.

  • Three years of increasingly responsible construction, soil erosion and sedimentation control, construction site inspections, construction plan interpretation, or public works maintenance experience.

  • Possession of Erosion and Sediment Control certification; may be required to possess additional certification(s) as deemed necessary by the department.

  • Possession of a valid Georgia Class C driver’s license.

    Physical Demands & Work Environment

    Physical: Primary functions require sufficient physical ability and mobility to work in an office setting and operate office equipment. Continuous sitting and upward and downward flexion of neck; fine finger dexterity; light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment; pinch grasp to manipulate writing utensils. Frequent side-to-side turning of neck, walking, standing, bending, stooping, pushing/pulling, and twisting at waist; moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 20 lbs. from below waist to above shoulders and transporting distances up to 50 yards. Occasional squatting, kneeling, and reaching above and at shoulder height; moderate grasping to manipulate reference books and manuals; lifting objects weighing 25 lbs. from below waist to above shoulders and transporting distances up to 50 feet.

    Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.

    Hearing: Hear in the normal audio range with or without correction.

Medical: 2 High Deductible Health Plan (HDHP) options (HRA and HSA) with lower monthly costs. Dental: no deductibles. Coverage includes preventive, basic, major restorative, and child orthodontia. Retirement Health

Medical Coverage: retirees (age 55+ and 10+ yrs. of service) may continue individual coverage up until Medicare eligibility at age 65. Retirement

Defined Contributions 401(a): City contributes 10% of employee's annual base pay. Vested benefit accrued at 20% a year, with full vesting after 5 years of service. Deferred Compensation (457) and Matching Contributions: employees may elect to participate at any time. After 1 year of continuous employment, City matches employee's contributions, up to 5%.

Paid Parental Leave

2 weeks paid parental leave for birthmother, spouse and adoptive parents (after 1 year of employment).

Employees can opt to participate in this state-sponsored, tax-advantaged college savings plan.

Tuition Reimbursement

After 1 year of employment, employees may receive tuition reimbursement up to a rate equivalent to 15 credit hours at Georgia State University annually. Reimbursement is based on prior approval, course grades, and annual program funding.

Group Term Life Insurance and AD&D

Employee: 3.5 x annual base pay up to annual maximum. Spouse: $5,000. Child: $2,500. Premiums paid 100% by the City.

Short-Term Disability: 66.67% of base pay after 14 days of disability. Long-Term Disability: 60% of base pay after 26 weeks of disability. Premiums paid 100% by the City.

Paid Time Off (PTO)

PTO is provided for rest, recreation, illness and family needs. Hours are accrued bi-weekly.

  • 0.0 - 1.0 yrs of service - 12 days annually

  • 1.1 - 5.0 yrs of service - 18 days annually

  • 5.1 - 10.0 yrs of service - 24 days annually

  • 10.1 + yrs of service - 27 days annually
