Position Summary

The DWS Program Monitor is responsible for investigating, reviewing fact-finding , adjudicating all levels of Unemployment Insurance benefit issues pursuant to Arkansas Division of Workforce Services Law, Regulation, and Policy using a web-based environment.

Education and Professional Work Experience

Minimum Qualifications

The formal education equivalent of a bachelor's degree in public administration, general business, or a related field; plus two years of experience in planning, research, or a related field.

Preferred Qualification

Minimum of two (2) years of experience in adjudication of all levels of nonmonetary issues related to the unemployment insurance program.

Knowledge, Skills, and Abilities

  • Knowledge of interviewing techniques.

  • Knowledge of skills assessment techniques.

  • Ability to gather information and determine eligibility for programs or services.

  • Ability to communicate information orally and in writing.

  • Ability to locate and research information.

  • Skill in operating computer equipment .

    Job Responsibilities and Expected Results

    • Uses a web-based environment make Novice , Experienced, and Expert level nonmonetary determinations on separation and nonseparation issues in compliance with federal benefit timeliness and quality standards.
  • Reviews fact-finding forms and conducts additional fact-finding, when necessary , by contacting the claimant and employer to address all relevant issues and factors related to the claim .

  • Conducts investigations and issues nonmonetary determinations on all levels of fraud non monetary issues .

  • Correctly applies state and federal Law, Regulation , and Policy in determining eligibility for benefits on all levels of non-monetary issues.

  • Uses web-based system to create proper documents and documentation in the case file to support determinations on all levels of nonmonetary issues.

  • Issues re-determinations and amended determinations when necessary, using a web­ based system on all levels of nonmonetary issues.

  • Pays retroactive benefits to eligible claimants, computes and enters proper control date to ensure timely release of benefits upon first date of eligibility for benefits .

  • Images documentation submitted by either the claimant or the employer .

  • Interacts with inter-agency departments to address all relevant issue and factors related to the claim (such as Benefit Payment Contro l , Re-employment Services, Unemployment insurance Service Center , etc.).

  • Performs other responsibilities as required or assigned .

Summary

The Department of Workforce Services (DWS) Program Monitor is responsible for leading and conducting special research studies and monitoring and coordinating project/program activities. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises administrative support and professional staff by interviewing, recommending for hire, training, assigning and reviewing work, and evaluating the performance of incumbents. Conducts special studies to determine the effectiveness of agency programs, and the identification of and solution to problem areas, assists in project goals and objectives development, and reviews recommendations from project staff concerning method of approach. Evaluates existing programs by gathering pertinent information by reviewing files, conducting surveys and interviews, and contacting agencies in other states concerning their programs. Conducts interviews with staff and clients and performs evaluations of needs to determine what services are most beneficial. Makes presentations and speeches to boards and commissions and informs the general public of program services and DWS responsibilities. Evaluates project/program effectiveness after implementation by personal observation, conducting interviews, and reviewing data and reports. Interacts with staff from federal and other state agencies and the general public on matters concerning areas of responsibility. Performs other duties as assigned.

Dimensions

Regular in-state and occasional out-of-state travel is required.

Knowledge, Skills and Abilities

Knowledge of the principles and techniques of organizational and systems analysis. Knowledge of planning, research, and analysis techniques and procedures. Knowledge of supervisory practices and procedures. Ability to interpret and apply state and federal laws and regulations governing the assigned programs. Ability to plan and execute systems and perform organizational analysis and feasibility studies. Ability to plan and organize comprehensive reports of project findings and write and develop manual and handbooks. Ability to organize and conduct meetings and workshops. Ability to plan, organize, and direct the work of others.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in public administration, general business, or a related field; plus two years of experience in planning, research, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
