Summary The Office of Public Engagement (OPE) is responsible for advancing the U.S. Patent and Trademark Office's (USPTO) mission to increase participation in the innovation ecosystem and educate people of the purpose and value of intellectual property and resources available to bring innovation to impact. The position will be required to report to the Alexandria location (headquarters). This position is telework eligible per agency and business unit discretion/policy. Serving as a senior advisor to the Director of the Office of Public Engagement (OPE), the USPTO Chief Public Engagement Officer (CPEO), you will be providing your expertise on the development, coordination, and execution of the USPTO's engagement strategy; and improving the OPE work model by managing the integration and complexity of issues, analyzing and assimilating the information produced, and presenting complex issues in a manner to advocate the USPTO's innovation value to stakeholders with regards to OPE Offices, i.e., Office of Strategic Engagement, and Office of Community Engagement, and Regional Offices. You're a collaborative relationship builder who looks forward to advising the Chief Public Engagement Officer on strategies for partnership, outreach, education, and customer experience efforts with current and prospective stakeholders around the country, including other Federal agencies, the intellectual property practitioners, businesses (including industries, start-ups, entrepreneurs, venture capital, small/medium/large businesses), and the education community (including K-12, community colleges, universities and colleges). You are a collaborative business partner who can analyze and advise the Chief Public Engagement Officer on the organizational and procedural soundness of an enterprise public engagement program. You're and effective writer who can develop, analyze, and evaluate policies, regulations, and strategic objectives related to outreach and public engagement. Requirements Conditions of Employment Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Administrative and Management Positions. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14. Specialized experience for this position includes: Experience designing, implementing, and evaluating comprehensive public engagement strategies that promote inclusivity and outreach to diverse and underrepresented communities. Experience developing, analyzing, and evaluating policies, regulations, and strategic objectives related to outreach and public engagement. Experience advising senior leadership on engagement strategies and ensuring alignment with public and governmental relations objectives. Experience in data collection, analysis, and application to evaluate the effectiveness of engagement and outreach efforts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education may not be substituted at this grade level.
