Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Special Operations Command (Army), Strategic Systems Support Element, in Alexandria, Virginia. Responsibilities Serve as an Operations Officer within the G3 Directorate of a Brigade Size unit. Develop and evaluate operational proposals, plans, studies and orders for adherence to current operational capabilities and conformity to public law, regulations, policy and directives. Direct the work of subordinated elements and Brigade staff, setting priorities and strategies, and ensuring correctness, soundness and accuracy of operations efforts and products. Plan, develop, prepare, and present formal and informal briefings and documents to senior level officials within the Special Operations Community and with deployed US forces. Coordinate and monitor briefings on current operations to DoD senior leadership and interagency stakeholders. Represent the organization and its higher headquarters in interagency forums, furnishing information, defending organizational positions, and coordinating studies and conclusions. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG/GS-13 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: 1.Experience with development, planning, integration, and coordination of operations, plans and intelligence programs. 2.Evaluating operational projects and the development of new methods, approaches, or procedures. 3.Advising management at all levels on matters related to operations and organizational activities. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Customer Operations and Requirements Intelligence Staff Management Partnering Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Must be able to obtain and maintain a TS/SCI security clearance. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is an Intelligence (General) Career Field position. TERM: This announcement is for a term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a term appointment. Term positions in DCIPS may be extended up to a maximum of six years. This position may be converted to permanent without further competition after completion of two years of continuous service in this position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. An Incentive may be authorized, if determined to be in the best interest of the Government.
