Job Title : Assistant Facility Security Officer (AFSO)
Job Summary:
EMCOR Government Services (EGS) has an immediate need for an Assistant Facility Security Officer (AFSO), based in our Alexandria, VA headquarters. The position plays an integral role in our headquarters for the day-to-day personnel and physical security tasks. This role reports to the Facility Security Officer (FSO), EMCOR Government Services.
This position acts as the liaison between EGS and numerous U.S. government security agencies. The role requires knowledge of the National Industrial Security Program Operating Manual (NISPOM) and the current Cybersecurity Maturity Model Certification (CMMC 2.0).
The AFSO will oversee and perform the full range of security duties including:
Conduct the onsite day-to-day administration of security in support of EGS government contracts.
Serve as the Insider Threat Senior Program Official (ITSPO) and administer the organization’s Insider Threat Program (ITP).
Essential Duties and Responsibilities:
Conduct the onsite day-to-day administration of security in support of EGS government contracts with an explicit NISPOM or HSPD 12 Security requirement.
Perform personnel security clearance (PCL) processing under the NISPOM (DISS and NBIS) and HSPD 12. This includes but is not limited to fingerprinting, new clearance initiation, enrollment of employees in the Continuous Evaluation (CE) program, and initiation of periodic reinvestigations when necessary.
Administer annual training in accordance with the organization’s Security Awareness and Training Plan in accordance with NISPOM.
Operate a fully compliant industrial security program, with minimal oversight from the FSO, to meet government regulations and contract-specific requirements.
Develop, implement, maintain, and enforce security standard operating procedures (SOPs) and policies.
Conduct security briefings and debriefings for new hires and exiting employees.
Prepare and maintain records for DCSA Security Reviews and inspections.
Prepare and submit visit authorization letters/requests to requesting customers and federal agencies.
Create and maintain personnel security files.
Generate internal and external facility and personnel security related reports, as needed or required.
Responsible for all onsite physical security processes to include badging, visitor control, escorting, on call alarm response, etc.
Responsible for the day-to-day operation of the organization’s secure facilities.
Qualifications:
Active Top-Secret clearance with ability to obtain TS/SCI with favorable polygraph.
B.A./B.S. preferred but not required.
Five (5) years minimum experience in security management required.
Minimum two (2) years full time experience working with SCI in all security disciplines, but specifically in personnel, physical, information, and IT systems.
Proficiency with government systems including, but not limited to, the Defense Information Security System (DISS), National Industrial Security System (NISS), Scattered Castles, and Secure Web Fingerprint Transmission (SWFT).
Must have a thorough knowledge of NISPOM, Intelligence Community Directive (ICD) 704, ICD 705 and Technical Specifications, and DoDM 5105.21, V1 thru V3, and working knowledge of other applicable Director of National Intelligence, Defense Intelligence Agency, and U.S. Army directives and regulations.
Understanding of cybersecurity principles.
Strong experience in Microsoft Office applications and project planning.
Excellent oral and written communication and presentation skills.
Preferred Qualifications :
Successful completion of DCSA security education requirements for qualification as FSO for a non-possessing facility and/or the ITSPO.
Successful completion of a formal SSO certification training or ICD 705 course within the last five (5) years.
Experience with DoD IC Agencies.
NCMS ISP Certification or DoD’s SPeD certification.
Current SCI eligibility with favorable polygraph within the last 5 years.

The employee must occasionally lift and/or move up to ten pounds. Specific vision abilities required by this job include close vision, color vision, depth perception, and ability to adjust focus.
