Summary The position provides centralized administrative support services that contribute to efficient and effective Directorate operations, the accomplishment strategic goals, and the attainment of organizational performance measures. The incumbent advises the Chief of Staff and Special Assistant on budget, training, travel, payroll, immediate facilities, personnel, and equipment matters. Responsibilities The incumbent assists the Chief of Staff (CoS), Special Assistant, and other OCO Directors, with operational efficiency and to develop and maintain sound organizational structures to effectively use OCO resources, budget, and personnel. Participates in the development of directorate policies, programs, and procedures involving all administrative areas including personnel, budget execution, travel, training, and property management. Assists with tracking obligations for travel, training, and awards using computerized databases and analyzes awards pool for the after receipt, creates proportionate sub-pools for the component specific awards. Provides advice and assistance to managers and employees on training course availability and suitability. And ensures that Individual Development Plans (IDPs) are base lined for approval, and that IDPs are maintained and current for all personnel. Assists OCO employees with security compliance in accordance with National Security Act requirements and corresponding departmental security regulations and serves as the back-up security manager. Requirements Conditions of Employment Qualifications Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service. For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience is defined for: GS-0341-11: Applicants must have at least one year (52 weeks) of experience at the next lower grade GS-09, or equivalent. Specialized experience is defined as: Perform the function of all administrative management matters to include but not limited to budget formulation and execution, financial management, personnel management, administrative policies and procedures, training and employee development, space design and allotment, property management, procurement, and the variety of day-to-day administrative services essential to office operations. OR A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.B., or J.D in a field directly related to the position. To be creditable, education must have been obtained from an accredited college or university. (You MUST submit transcripts or proof of education to verify your claim.) OR A combination of experience and education which, when combined, totals 100% of the necessary education and experience to qualify for this position. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Assist in applying technical procedures relating to budget, training, travel, property management and supply procurement. Review and edit correspondence, documents, and reports. Exam written products for proper grammar, formatting, and compliance with relevant policies. Assist in the verification of data of reports on budget execution, training, travel, time and attendance, and other administrative areas, proficiency in MS Office software, the Defense Travel System, and the Defense Agency Initiative system. GS-0341-13: Applicants must have at least one year (52 weeks) of experience at the next lower grade GS-12, or equivalent. Specialized experience is defined as: Interact with senior leadership and provide recommendations in the decision-making process. Utilize administrative policies to provide technical support to the front office and other Directorate personnel. Education Substitution of Education for Specialized Experience: GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. GS-12 There is no substitution of education for the qualifying experience at the GS-12 grade level. GS-13 There is no substitution of education for the qualifying experience at the GS-13 grade level. Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.
