Duties Description he Research Scientist 3 (Biostatistics/Health Services Research) position is assigned to the Bureau of Population Health. Under the direction of the Bureau Director and the Assistant Director, the incumbent will conduct a broad range of research, analysis, reporting, and evaluation activities within the Division of Data Strategy and Management. The selected candidate will be responsible for:• Acting as leader and member of data analysis teams supporting the collection, organization, analysis, and reporting on quantitative data relevant to a wide range of OPWDD-critical policy issues.• Assuming major responsibility for projects, including (but not limited to) OPWDD's ongoing participation in multiple National Core Indicators (NCI) surveys, which includes coordination with providers and across divisions, oversight of the vendor contract, and ensuring that data collection and reporting complies with the HCBS Access Rule.• Identifying metrics that measure progress in outcome achievement and assist in program management and evaluation of OPWDD policy as well as compliance with the HCBS Access Rule.• Managing analytical projects from data exploration, model building, and performance evaluation through implementation. This includes formulating research plans and project proposals, developing work plans, monitoring progress and project timelines, and keeping leadership informed.• Identifying and mitigating risks associated with all workplans, projects and activities, including ensuring proper allocation of resources.• Establishing and modeling analytical rigor and effective use of statistical methods to analyze large amounts of data, including using advanced statistical techniques and mathematical analyses as well as using analytic and statistical software packages such as SAS, SPSS and Structured Query Language (SQL) Developer to extract data from different Oracle and SQL-based systems and create analytic data files by matching individual records across multiple data sources.• Assisting in the planning, design, and execution of research projects in collaboration with the Research Director, other research scientists, and analytic staff. This may include developing research questions, formulating hypotheses, identifying an appropriate research design and methodology, interpreting findings, and writing reports to contribute to policy recommendations and the body of knowledge.• Preparing and supervising preparation of formal reports, fact papers, studies, dashboards, presentations, and other data products for both public dissemination (including content for OPWDD's website) and for assisting and informing executive leadership decision-making on key programmatic areas.• Interacting with a multidisciplinary team of internal and external peers to communicate progress and outcomes of planned work regularly, effectively, and openly. Demonstrates a commitment to data transparency in accordance with OPWDD policy.• Working to ensure a respectful, collaborative work environment by attending regular team meetings to discuss team and project-related activities, issues, changes, communications, and updates.• Assuming responsibility for front-line management and supervision of junior staff.• Performing other duties as assigned.The incumbent will be expected to perform all duties collaboratively and with limited supervision. Minimum Qualifications Minimum Qualifications: Bachelor's degree and four years of professional research experience in an appropriate field (Data Science, Computer Science, Public Health, Epidemiology, Statistics, Mathematics, Economics, or related fields).Substitutions: Master's degree in an appropriate field may substitute for one year of experience, and a Ph.D. in an appropriate field may substitute for an additional year of experience. Preferred Qualifications: Strong analytic and data management skills. Excellent communication and organizational skills, with the ability to translate technical concepts to non-technical stakeholders. Strong problem-solving skills and the ability to work both independently as well as in a team environment. Experience with large relational health care datasets, preferably Medicaid data. Proficient in the use of SAS or SQL, Microsoft Excel, Word and Power Point. Experience with data visualization tools such as Tableau is desired. Project management experience is desirable
