Salary Range: $58,459 - $63,000/annual; commensurate with experience

Location: Albany, NY (in New York State DEC Headquarters)

Brief Description of Duties: This position will be embedded with the New York State DEC Bureau of Wildlife (BoW) in their Albany headquarters and function to maintain the overall integrity and quality of various databases associated with statewide and regional game harvest surveys, wildlife population monitoring, wildlife conflict monitoring and permit issuance, hunter education program, and research activities that are integral to New York's wildlife management programs. The position involves the development, maintenance, and enhancement of data sets derived from various harvest reports, population and user surveys, and registration systems. Because data may be entered by various sources and/or individuals, standard operating procedures for data review, correction and editing must be developed and enforced to ensure accuracy and validity. Duties include development and testing of scannable forms, development and maintenance of ESRI Survey123 forms and visualization of resulting data, development and maintenance of MS Access relational databases, and modernization of data storage. Duties also include data stream mapping to identify efficiencies and enhancements. The position will serve the needs of both the Game Management Section and Wildlife Diversity Section, and the incumbent will work closely with a SUNY-ESF biostatistician based at DEC in Albany, in support of his/her work.

Primary responsibilities include, but are not limited to:

  • Create, manipulate, and maintain MS Access and ESRI Survey123 databases associated with various wildlife harvest surveys, population monitoring programs, hunter education programs, and research.

  • Design, configure, deploy, and support scannable forms using Teleform software to streamline data entry from various user surveys and other data sources.

  • Maintain and update computer programs used to analyze game harvest and survey data and help identify and correct sources of errors that occur in telephone, internet and scannable form reporting systems.

  • Provide data visualization products, user-friendly reports, and perform standardized and ad-hoc queries from the above databases as needed for management or public information purposes.

  • Provide oversight, training, and troubleshooting for mobile data collection processes of BoW and serve as a technical expert in Survey123 form development and data organization.

  • Work with program staff to assess and optimize data collection processes and data flows.

  • Communicate directly with software and hardware vendor support services to resolve issues that require immediate attention and advocate for fixes/patches/updates to applications when appropriate.

  • Identify and help resolve database related issues and provide back up and data recovery services. Work with the DEC "help desk" as needed to assist other BOW staff experiencing database related problems.

  • Provide support and training for BOW staff in the use of data collection applications, including orientation for technical and clerical staff, specialized training in response to program upgrades and data quality assurance and validation procedures.

    Job Requirements:

Required Qualifications:

  • Bachelor degree in data science, database management, computer science, or related subjects.

  • Professional experience creating and manipulating large databases using MS Access or similar software packages.

  • Experience creating ESRI Survey123 and Survey123 Connect forms and using ArcGIS and QGIS to automate data visualization.

  • Experience with programming or editing code in MS Access, Excel, and R.

  • Demonstrated ability to manipulate databases efficiently and resolve problems effectively.

  • Strong interpersonal skills, including ability to establish and maintain satisfactory working relationships and collaborate with diverse personalities on project teams.

Preferred Qualifications:

  • Education and experience with natural resources or environmental sciences.

  • Working knowledge of State or Federal wildlife agency management programs.

  • Familiarity with wildlife surveys and the management of biological field data.

  • Experience developing, optimizing and verifying scannable forms.

  • Experience mapping and optimizing data flows.

  • Experience with programming or editing code in SQL, Visual Basic, Oracle, Program R, Python or other software languages.

  • Experience with ArcGIS Online products, including Field Maps, Collector, and Dashboards.

  • Experience building web applications with R-Shiny.
