Minimum Qualifications Must possess a Bachelor’s degree and seven (7) years of experience in an addiction, health, or mental health setting including two (2) years at a managerial level. A master’s degree in health, health administration, or human service discipline may be substituted for one (1) year of professional experience. A Ph.D. in an appropriate field noted above may be substituted for two (2) years of qualifying experience.Candidates must be a Qualified Health Professional (QHP) as defined in NYCRR, Chapter XXI, Part 800.2(15). Candidates with strong administrative experience preferred.NOTE: Requires eligibility for full and unconditional participation in the Medicaid and Medicare programs, which must be maintained for continued employment. Failure to do so will result in the termination of your employment.
Duties Description Under the supervision of the Associate Commissioner, the Regional Director Addiction Treatment Centers (ATCs) is an integral member of the DATC Leadership Team, providing supervision and management of a complex service delivery system. The DATC operates twelve (12) ATCs; this position will directly supervise up to five (5) Director Addiction Treatment Center 1, M-3. Oversight for these programs is essential to the agency's core mission of improving lives by leading a comprehensive system of addiction services. These duties include, but are not limited to:• Monitor program outcomes including bed utilization, treatment outcomes, Perception of Care, etc. and recommend/initiate necessary changes.• Collaborate and advise in the development and monitoring of OASAS Certification and Commission on Accreditation for Rehabilitation Facilities (CARF) accreditation. Participate in the process of addressing issues and ensuring corrective action plans are put in place and carried out.• Oversee staffing and personnel issues for the ATCs, including communication with Human Resources about staffing needs, monitor fill level, and review overall changes in needs that may require appropriate use of different credentials/titles. • Respond and advise on emergency situations where appropriate for administrative oversight.• Lead and conduct bi-weekly meeting sessions with ATC Directors and Assistant Directors.• Collaborate and advise in the implementation and support for agency projects.• Confer and provide feedback to the Associate Commissioner on the operational ramifications of policy and procedural changes; participate in the process for assessing and recommending budget modifications and programmatic development activities.• Oversee, evaluate, advise, and guide in the needs assessment of ATCs.• Represent DATC/participate in monthly meetings including Facility Updates, Revenue Workgroup, chair LGBTQ committee, Problem Gambling Treatment, Trauma Informed Care, DATC Data Workgroup and represent DATC on other workgroups and/or committees as necessary.• Confer and coordinate with Human Resources/Labor Relations appropriate means to address ATC staff probationary, performance, counseling and disciplinary issues. • Investigate and follow up on all Justice Center significant incidents and abuse and neglect cases, ensuring completion of incident reports, corrective action plans and VPCR closures. • Confirm and insure all OASAS 818, 816, and 820 regulations are followed, CARF requirements as outlined in the manual, and OASAS/Division policies and procedures are followed. • Identify policy issues arising out of the application of various laws, rules, and regulations; comment/advise/develop new policy or policy changes and revisions to improve programs and launch new initiatives. • Responsible for the adherence to newly established guidelines for health declarations response in order to successfully ensure the health and safety of the staff and patients.• Collaborate with other OASAS Divisions, Bureaus, and Units, as well as local resources in the region related to DATC matters.• Coordinate with DATC Fiscal Operations staff to support management of ATC needs, revenue, managed care, fiscal and internal controls process.• Keep the Associate Commissioner apprised of all ATC activities and incidents. • Conduct quarterly visits to each ATC.• Serve as the second-in-command to the Associate Commissioner.• Other relevant duties as assigned.* This position is based out of the Albany office with approximately 25% travel time.
