QUALITY ASSURANCE SPECIALIST

Position : Quality Assurance Specialist

Type: Full-time; non-exempt

Pay Range: $27.00 - $28.00 hourly

Location: 40 N. Main Ave. Albany, New York

Schedule: Monday-Friday from 8:00am-4:00pm

Position Overview:

The Quality Assurance Specialist (“QA Specialist”) is responsible for various aspects of the Quality Assurance Program under the direction of the Deputy Executive Director (“Chief Compliance Officer”) for Continuous Quality Improvement (CQI). This includes but is not limited to completing case record reviews to ensure documentation and services are meeting agency policy and procedures and the regulations of state oversight agencies.

Requirements:

  • Ability to work: Monday-Friday, 8:00am – 4:00pm w/ flexibility as needed.

  • Bachelor’s degree required; Associate’s degree with applicable experience in related field may be considered.

  • Knowledge of Medicaid regulations; New York Foster Care system (specific to Voluntary Foster Care Agencies regulated by the OCFS); Children’s Day Treatment Clinics (regulated by the OMH); CFTSS programs (also regulated by the OMH); HCBS & Health Homes programs (regulated by the DOH); and the School (regulated by the NYS SED).

  • Experience completing investigations; Justice Center experience is highly preferred.

  • Local travel is occasionally required; A Clean and Valid New York State Driver’s License (actively licensed at least one year) is required.

  • Staff in driving positions must be able to meet the minimum requirements of the agency’s insurance policy for authorized drivers; including, but not limited to the minimum age of 21 at time of hire.

  • Proficiency in computer applications: Microsoft Office Suite, Google Business Workspace, and use s ecure Internet practices.

  • Prior experience with FootHold Technology, Awards and ExtendedReach is a plus!

  • Outstanding interpersonal and communication skills; Capable of building strong working relationships with regulatory bodies.

  • Self-motivated and a strong attention to detail is a must!

  • Capable of exercising ethical, independent judgment and discretion, while handling sensitive data with strict confidentiality; and capable of complying with all HIPAA requirements is essential.

  • Ability to pass background check, including fingerprinting.

    Duties & Responsibilities include:

  • Understand and maintain knowledge of:

  • Policies and regulations of oversight/ regulatory agencies: OCFS; OMH; DOH; SED, and the OTDA.

  • Council of Accreditation (COA) standards.

  • Medicaid regulations.

  • Ensure compliance with agency and regulatory policy and procedures/compliance standards by conducting the following:

  • Case records reviews: paper and digital; Coordinating corrective action responses with program leadership accordingly.

  • Regular and ongoing policy and procedural reviews; updating and modifying as needed.

  • Maintain all institutional (IAB) reports and communications.

  • Facilitate all investigations involving regulatory bodies while collaborating with involved programs to ensure a timely completion of the investigation; maintaining contact with investigators, providing all necessary documentation.

  • Receive all reports of significant incidents; provide additional information as needed.

  • Maintain tracking system of all investigations and significant incidents.

  • Assist in the development of any needed performance improvement plans (PIP) and provide copies of the PIP with supporting documentation to regulatory bodies; Maintain all PIP documentation.

  • Develop knowledge and proficiency uses of Foothold Technology/ Awards Electronic Health Record (EHR), and ExtendedReach EHR and how to be proficient; use knowledge to assist others in the effective use of an EHR.

  • Other position-related duties as assigned by the supervisor.
