Duties Description The Office of Mental Health (OMH) is recruiting to fill multiple Mental Health Program Specialist 2, G-23, positions in the Division of Forensic Services (DFS), Diversion Center. The Diversion Center’s mission is to support jurisdictions in the development, implementation, evaluation and replication of initiatives to the reduce arrest and incarceration of persons with serious mental illness (SMI). The general services provided by the Diversion Center are the assessment of local resources, current practices, and gaps in services through sequential intercept mapping; researching, training and technical assistance for the identification and diversion of justice-involved mentally ill individuals from incarceration; and researching, training and technical assistance to develop and sustain Crisis Intervention Team (CIT) programs in communities throughout NYS. Aligning to Build Lasting Engagement (ABLE) – The ABLE team is a new initiative for the Diversion Center. The ABLE team will focus on individuals known to cycle through shelter, hospitals, jails, and prisons. This team will be responsible for establishing and monitoring data shared by law enforcement, correctional entities, hospitals, and providers to facilitate connections to services, including housing, and will collaborate with OMH regional field offices, local mental health providers, local law enforcement agencies, and other community stakeholders. The ABLE team will work with select pilot counties and then expand to additional counties in future years. Job duties include, but are not limited to:• Facilitate Sequential Intercept Mapping (SIM) to identify and understand the scope of services available in the local community, identify gaps in services, and make recommendations for system changes/service needs to address identified gaps.• Collaborate with service providers to develop individualized plans to address barriers to treatment• Conduct outreach to providers to address client disengagement• Contribute to the development and implementation of innovative engagement strategies.• Facilitate routine meetings with local stakeholders to discuss high utilizer cases and system issues, including barriers to engagement and connection to services; develop solutions to address system barriers in coordination with local partners.Crisis Intervention Teams (CIT) - Recent investments have been made to expand CIT, which have been shown to result in better outcomes when law enforcement respond to individuals in mental health crisis. Specifically, CIT has been shown to reduce arrest and increase connections to mental health services. This position will assist with exanding CIT training statewide and provide law enforcement with additional support, technical assistance, and resources. Specific duties include, but are not limited to:• Oversee the development of curricula; develop new training initiatives to support CIT expansion; modify existing programs based on an assessment of program needs.• Create, implement, and provide enhanced scenario-based training for officers.• Organize and coordinate a statewide CIT conference to ensure jurisdictions have access to cutting edge research and best practices.• Develop curriculum that supports the overall CIT initiative.• Expand and create new CIT modules/training on officer wellness and resilience and other identified areas.Court-Based Mental Health Navigators – These Navigators will aim to support individuals with mental health needs who are in the community and involved in the criminal justice system by offering voluntary connection to community and county behavioral health resources to support health, wellness, and recovery. The MHPS 2 will:• Assist in planning, development, and implementation of the Navigator programs.• Monitor and evaluate activities to ensure new and ongoing programs are implemented according to OMH guidance and best practices.• Review reports from other states and experts in mental health/criminal justice diversion to assess performance of models used. • Draft policies and ensure all practices and protocols are in accordance with best practices, state laws, and OMH guidance. • Identify gaps in services and assist in developing corrective action plans to ensure individuals with mental illness who are involved in the criminal justice system are connected to treatment services. • Collaborate with OMH field offices and local county mental health and criminal justice stakeholders to initiate partnerships and address system gaps and/or barriers.• Develop a resource network of mental health providers and programs that work with individuals involved in the criminal justice system as well as diversion programs.• Monitor and evaluate the quality of services provided. Collect and manage data to be utilized in quality improvement projects. Prepare comprehensive reports. • Consult with, and provide expert technical assistance and guidance to, OMH staff, other State and local agencies, and the Navigators.
