Candidates must possess a current 55b/c eligibility letter and one of the following minimum qualifications:1) a bachelor’s or higher-level degree in any field including or supplemented by 15 semester credit hours in programming languages AND four years of experience in computer systems programming, including one year of supervisory experience;2) OR a bachelor’s or higher-level degree in any field AND five years of experience in computer systems programming, including one year of supervisory experience;3) OR an associate degree* with 15 semester credit hours in programming languages AND six years of experience in computer systems programming, including one year of supervisory experience;4) OR seven years of experience in computer systems programming, including one year of supervisory experience.To qualify, the computer systems programming experience must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization’s information technology architecture and business needs. This could be a mainframe or network-based server environment where the server supports databases, data communications, web sites, applications servers, etc. The primary distinctive characteristic of computer systems programming when compared to applications programming is that applications programming produces software which provides services to the user, whereas systems programming produces software which provides services to the computer hardware (e.g., operating systems, disk defragmenter) and requires a greater degree of hardware awareness. Applications programming experience does not qualify for this examination.Candidates who have completed at least 60 college semester hours in a bachelor’s degree program, including at least 15 semester credit hours in a computer science field, also qualify, but must meet the experience requirements as described in #3.Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services is seeking candidates for a Manager of Information Technology Services 1 (Systems Programming) position. Reporting to the Manager Information Technology Services 2, the Manager Information Technology Services 1 (Systems Programming) will oversee units within IT Business Solutions. The incumbent of this position will be responsible for the overall management and strategic direction of all information technology systems, applications, and infrastructure supporting the Agency and its operations. The incumbent of this position will be responsible for supervision and oversight of teams supporting systems programming application development, system administration, data management, and IT support services. Duties of this position include, but are not limited to, the following:• Oversee the management of mission-critical applications, databases, and IT systems utilized by the Agency to deliver services and comply with State and federal regulations;• Plan, direct and coordinate systems programming activities including the design, development, acquisition, modification, installation, and maintenance of system software.• Supervise and provide leadership to professional information technology staff responsible for Systems Programming development, system administration, database management, IT support services, and related functions within the Agency;• Develop and implement a comprehensive IT strategy and roadmap to modernize legacy systems, adopt new technologies, and drive digital transformation initiatives aligned with the Department’s goals;• Manage the planning, implementation, and deployment of new IT solutions, system upgrades, and enhancements to support evolving business needs and requirements;• Collaborate with business stakeholders, program managers, and subject matter experts to gather requirements, prioritize initiatives, and ensure IT solutions align with the Department’s objectives• Promote a culture of continuous improvement, innovation, and professional development within the IT teams, fostering an environment that encourages knowledge sharing and adoption of emerging technologies; and• Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Manager Information Technology Services 1 (Systems Programming) when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and experience will be required at the time of interview for all candidates. This position leads to a maximum salary of $127,830 based on annual performance advances.
