Minimum Qualifications Non-competitive: One year of permanent service as a Homeland Security Program Analyst 1; OR bachelor’s degree and three years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations. A master’s degree may substitute for one year of the experience.You must meet the above minimum qualifications. Preferred additional qualifications include:• Preferred candidates will have experience in computer science, information technology or mathematics.• Strong technical skills in data analysis, statistical analysis, data visualization, SQL, and database management systems.• Strong analytical skills with the ability to think critically, identify patterns and trends in data, and translate complex data into actionable insights.• Excellent communication and presentation skills, with the ability to effectively communicate data insights and findings to various stakeholders.• Experience with project management, with the ability to manage multiple projects, prioritize workload, and meet deadlines.• High level of accuracy and attention to detail when working with data.• Willingness to learn new technologies and software as needed, as well as the ability to adapt to changing requirements and priorities.

Duties Description The incumbent will report to the Office of Counter Terrorism's Domestic Terrorism Prevention Unit. Duties include but are not limited to:• Collecting and gathering data from various internal and external sources. Evaluating the data for completeness and relevance to DHSES’ needs.• Cleaning and pre-processing data to remove inconsistencies, inaccuracies, and duplication. • Transforming data into a format for analysis and visualization. Utilizing data wrangling techniques to manipulate data as needed.• Analyzing data to identify patterns, trends, and relationships. Utilize statistical techniques and machine learning algorithms as needed to generate insights and support decision-making.• Visualize data in meaningful and impactful ways to communicate insights and findings to stakeholders. Utilize data visualization tools and techniques to create charts, graphs, and other visualizations as needed.• Maintaining and managing DHSES’ database systems, including data backup and security. Utilize SQL and database management systems as needed.• Designing and implementing a data warehousing solution to support data analysis and reporting. Utilize data architecture, data modeling, and ETL (Extract, Transform, Load) processes as needed.• Generating reports to provide insights and support decision-making. Utilizing report design techniques and data storytelling to communicate data insights in a compelling and impactful way.• Working closely with key stakeholders to support the development of the data analysis function and ensure data insights are effectively communicated and integrated into decision-making.• Continuously evaluating and improve data analysis processes and methodologies. • Providing analytical support high profile and/or cross-cutting programs, projects, and initiatives.• Conducting and managing comprehensive research on select homeland security/public security policy trends at the state, federal and international levels interacting extensively with agency representatives, subject matter experts, advisory services, and legal resources as relevant.• Assisting with strategic planning efforts for the agency and larger homeland security enterprises in New York State.• Organizing, coordinating, and facilitating and/or lead meetings, workgroups, and training.• Representing the agency at conferences, meetings, workgroups, and other settings as appropriate.
