Duties Description The Financial Analyst is an integral part of the Equity Finance section, one of three sections that make up the Finance and Accounting Division led by the Chief Financial Officer. Equity Finance is responsible for the development and disbursement of State Revolving Fund (SRF) project financings, and the Financial Analyst’s primary focus is working with municipalities and other entities who are seeking financial assistance for their water quality projects. The Financial Analyst performs tasks such as: confirming project budgets, verifying outside funding sources and pre-existing debt, assessing creditworthiness and project affordability, developing financial assistance packages that adhere to program guidelines, reviewing cost documentation and disbursing funds. The position requires strong technical skills, customer service experience, and effective coordination with both internal and external team members. The Financial Analyst typically serves as the internal team’s primary contact with municipal officials and consultants, providing essential guidance and support throughout the financing process. Essential Duties• Review loan and grant applications for completeness and accuracy and collect any missing financing-related information from municipalities.• Summarize the economic and financial condition of SRF applicants, verify the project budget, and follow program guidelines and regulations to confirm the appropriate use of SRF and/or State sources of funds.• Establish and maintain working relationships with municipal officials and their consultants. Provide consistent and superior client service from initial project planning to completion. • In coordination with other EFC Divisions, manage all aspects of assigned projects through EFC’s internal processes to facilitate the timely execution of financing and grant agreements. • Verify that adequate and eligible documentation has been submitted to support the disbursement of project funds. Maintain database records for all invoices, contracts, agreements, and change orders submitted in support of disbursement requests, refinancings and the overall plan of finance.• Participate in Community Assistance Team events. Teams provide on-site and virtual consultations to help communities across the state begin project planning, submit funding applications, and see projects through to completion.

Minimum Qualifications A Bachelor’s Degree in Business, Project Management, Economics, Mathematics, or a related field, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, as determined by the Corporation.Knowledge/SkillsA successful applicant will demonstrate:• Strong analytical and problem-solving abilities with careful attention to detail and accuracy • Self-motivation and the ability to work independently • Excellent organizational and time management skills with the ability to manage multiple tasks within prescribed deadlines• Knowledge of mathematical and financial concepts and the ability to work with numerical data requiring accuracy• Experience working in a fast-paced environment with time-sensitive work products• Ability to adhere to protocols, contribute to process improvements, and identify and assess operational risks• Experience in analyzing budgets, financial statements, and audit reports• Excellent written and oral communication skills and an ability to interact with people of diverse backgrounds and experiences in a professional manner• Proficiency with Microsoft Office products including Word and Excel, and the ability to work with a database. Should be experienced with Excel formulas, sorting, and filtering, and designing and using spreadsheets • Strong technical and presentation skillsWorking Conditions and Physical AbilitiesWork is performed in an office setting, with prolonged periods of sitting and fine manipulation skills required for computer use.
