The University at Albany is seeking to fill a Facilities Project Manager that is specifically trained and educated in the design and construction of building mechanical systems. The Facilities Project Manager is responsible for managing capital construction improvement projects directly warrant and require a Mechanical Engineering degree and years of experience in the design and functionality of heating, ventilating, and air conditions systems (HVAC) for the campuses academic, dormitory, and recreational spacers. The Facilities Project Manager will be responsible for projects from inception through final completion and occupancy. Duties include, but are not limited to, planning and organizing projects, coordination of the architectural and engineering design process, overseeing and managing the public bidding process, and project implementation. The Project Manager also monitors capital budgets to ensure project expenditures remain within the scope of work.

Primary Responsibilities:

  • Perform technical reviews and analyses of construction related design documents and provide professional comments related thereto.

  • Review project designs to confirm adherence with existing UAlbany construction standards and compatibility with existing UAlbany infrastructure.

  • Review project designs and coordinate with UAlbany's physical plant, energy office, code administration and other internal units as necessary to ensure that the work is properly planned and coordinated to assure minimal disruption of existing operations during implementation.

  • Manage design projects from project program development through closeout.

  • Coordinate the assembly of competitive bid specifications in accordance with SUNY Administration and UAlbany procedures.

  • Assist Construction Managers with their management of construction projects that utilize both in-house staff and contracted construction forces for the implementation of construction projects.

  • Provide general oversight of construction projects managed by the Construction Managers.

  • Provide University Project Management support for capital projects administered by SUCF and/or DASNY.

  • Provide assistance to the Office of State Purchasing and Contracts for the procurement of consultant and construction contracts.

  • Prepare and review RFQ's (Requests for Qualifications) for professional design consultant services.

  • Coordinate consultant contracts for campus design & construction projects and studies.

  • Manage outsourced Architectural and Engineering design consultants.

  • Provide assistance to the Office of State Purchasing and Contracts department staff on design & construction projects to ensure that consultant and construction contract documents are in conformance with the current purchasing requirements.

  • Provide general assistance to the Director in their development of scopes, justifications and estimates for Capital, Alteration and Rehabilitation projects.

  • Work with other UAlbany divisions, departments, and outside agencies, to accomplish work assignments.

    Job Requirements:

Minimum Qualifications

  • Bachelor of Science in Mechanical Engineering (BSME) from a college or University accredited by the US Department of Education or internationally recognized accrediting organization.

  • A minimum of five (5) years relevant experience in the design of heating, ventilating and air conditioning systems (HVAC systems) for buildings.

  • Working knowledge of applicable codes, laws, rules and standards regulating design and construction.

  • Effective verbal and written communication skills.

  • Fundamental understanding of construction and construction management practices and procedures.

  • Ability to understand construction contract documents.

  • Strong technology skills.

  • Ability to work with minimal supervision.

  • Ability to work effectively in a team environment.

Preferred Qualifications:

  • Professional Engineering (PE) license

  • SUNY Experience

  • Experience working with SUCF and/or DASNY

  • NYS Building Safety Inspector or Code Enforcement Officer

Professional Rank and Salary Grade: SL-4, $88,000-$98,000
