Minimum Qualifications Ten years of experience in domestic and/or gender-based violence programs, including work in human services, government, training and education, public policy, or public affairs. One year of this experience must have been at a managerial level.Management experience is defined as direct leadership, management, and strategy execution for an identifiable organizational unit or program which includes direct management of program planning, development, resource allocation, monitoring, evaluation, research and analysis, and policy formation. This experience should also include administrative supervision of professional staff.*Substitutions: A bachelor’s degree may substitute for four years of specialized experience; a master’s degree may substitute for five years of specialized experience; or a Ph.D. may substitute for six years of specialized experience.Preferred Qualifications: • Prior experience in public affairs and/or governmental relations.• Communications experience including digital, paid, and unpaid media.

Duties Description This position serves as the Deputy Executive Director of the Bureau of External Affairs and is supervised by the Executive Director of the New York State Office for the Prevention of Domestic Violence (NYS OPDV). The Deputy Executive Director, in consultation with the Executive Director, the Director of Public Information, and the Director of Policy, Innovation, and Professional Education, is responsible for promoting and actualizing the mission of NYS OPDV by performing the following duties: • Coordinate the development and dissemination of information on agency programs and policies. • Oversee the development and implementation of internal and external agency messaging, the coordination of press inquiries, the administration of agency training programs and external systems work with stakeholders. • Serve as the agency’s language access coordinator. • Develop new approaches and tools, using new technologies, to enhance communications around the agency mission and vision with public and private entities. • Coordinate and oversee legislative affairs, in consultation with the General Counsel, and provide continuous engagement with public policy stakeholders related to issues central to the agency’s mission. • Oversee the agency’s intergovernmental affairs and work to develop the organization’s overall policy portfolio and strategy for gaining support for policy initiatives in close collaboration with the Executive Management team, Executive Chamber, community stakeholders, and other state agencies. • Oversee the development and design of the agency’s official publications and public facing communications tools in coordination with the Executive Director and Director of Public Information. Such efforts include social media, the agency website, brochures, reports, handouts, presentations, posters, and any other material. • Develop and implement agency strategic plans for the ongoing engagement of new audiences that may be unfamiliar with the issue of domestic violence in an effort to bring greater awareness of issues relevant to the agency’s core mission to audiences throughout the state. • Monitor public awareness and prevention programs to ensure parity and unity in agency messaging across all agency bureaus. • Review, proofread, and edit all agency informational materials including but not limited to press releases, reports, newsletters, research, articles, training materials, handouts, and public awareness materials. • Perform the full range of supervisory responsibilities of staff in the communications, professional education, and policy units. • Perform other duties and special projects as required.

Additional Comments NOTE:• Travel may be required (approximately 20%), including during evening and weekends, depending on mission and assignment. • Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
