Duties Description About OGS:The New York State Office of General Services (OGS) provides essential support services for New York State government operations. We are a diversified organization that delivers a broad spectrum of shared services to State agencies, local governments, and the public, including providing building management and maintenance services for 49 major office complexes and 20M square feet of the State’s improved real property, including the State Capitol; managing 470+ leases of privately held real estate used for state purposes; executing a $4.6B portfolio of architectural, engineering, and construction management projects; managing 1,500+ centralized contracts valued at over $32B; hosting cultural programs at our facilities, and more. OGS facilitates the work of New York State agencies, the Legislature, and the Judiciary and supports local governments, eligible nonprofits, school districts, and public authorities. The agency provides services by developing and managing efficient, cost-effective, and environmentally sustainable programs and activities. Critical services are delivered by partnering with New York State businesses and presenting them with significant economic opportunities through their participation in state contracts administered by OGS for commodities, services, and technology.The Division of External Affairs is responsible for key external-facing functions and services, balancing a focus on expanding access and improving the customer experience for the agency’s services, with ensuring a cohesive strategy and operations for the division’s programs.The division is comprised of three primary functions:• Communicationso Oversees the agency’s external communications and public engagement, including 8 staff in the OGS Public Information Office and digital team.o NYS Digital and Media Services Center, a team of 100 staff that are collectively responsible for producing original media content, envisioning, developing and implementing media campaigns, maintaining NY.gov, and other Executive Chamber websites. • Special Events & Visitor Serviceso Empire State Plaza (ESP) Convention Center and Cultural Events, a team of 25 staff that collectively produces more than 1,750 successful events annually, oversee the Special Events Office, the Convention Center, and the Observation Deck at the Corning Tower. o Curatorial/Visitor Services Office, which oversees curatorial and educational mission of the agency. This includes: care, conservation and record-keeping of art under the management of OGS (Empire State Plaza Art Collection, Harlem Collection, as well as art at the Capitol, Executive Mansion, Harriman State Campus, and the State Office Buildings); art loan program; educational/interpretive programs to the public for the Albany Plaza sites; visitor assistance and management of the Plaza Visitor Center/Gift Shop.• Intergovernmental & Community Affairso Liaises on intergovernmental and community matters with the State Legislature, the Governor’s Office, other State agencies, municipalities, non-profits and vendor organizations. o Develops outreach and engagement strategy to build and strengthen effective working relationships with outside stakeholders.o Partners closely with OGS programs and Legal Affairs teams on all external engagement strategies and communications.o Coordinates participation of leadership in public-facing events.About the RoleOGS is committed to developing a strategic, data-driven approach to providing shared services for New York State. This strategic approach to uplifting the awareness of OGS’s comprehensive portfolio of services requires effective, forward-thinking, and dynamic leadership. It also requires exceptional, thoughtful management of the Division of External Affairs and its people. Under the direction of the Commissioner of General Services and serving as a member of the OGS Commissioner’s Cabinet, the Deputy Commissioner for External Affairs will advance the Agency’s mission by increasing the reach and impact of our work: enhancing its overall reputation for excellence and expertise; strengthening relationships with our partners, client agencies, municipalities and non-profits, vendors, and the public; raising the visibility of OGS’ services and capabilities; and advancing our mission broadly. The Deputy Commissioner is also responsible for cultivating collaboration across all departments, and will promote agency effectiveness, diversity, and sustainability through effective communication. The Deputy Commissioner for External Affairs will be the agency champion at all levels of OGS and facilitate the building of strong relationships with senior management and employees across the agency. The Deputy Commissioner will oversee operations for a complex division of over 135 staff members, advancing the agency’s mission across all programs and services. The successful candidate must be able to translate strategic plans into specific short and long-term objectives and define metrics and accountabilities. Duties:Specific duties of this role will include, but not be limited to, the following:Leadership and Management • Provide visionary leadership to a diverse team of leaders, managers, and staff across the Division of External Affairs, fostering a collaborative, customer-focused, and high-performance culture.• Manage and oversee operations across the Division’s bureaus including setting and communicating strategic direction, establishing service level targets, benchmarks, and annual performance goals.• Set clear performance expectations, conduct regular evaluations, and provide constructive feedback to ensure team effectiveness and accountability.• Align staffing and divisional goals with the OGS strategic plan, vision, and legislative mandates.• Lead and mentor subordinate leaders and team members, offering guidance and professional development opportunities to enhance their skills and career growth.• Oversee annual planning for each of the Division’s bureaus and its annual budget and spending plan, including personal and non-personal service requirements.• Lead staffing and selection for critical leadership positions within the Division.• Collaborate closely with internal divisions and units, including all OGS divisions, our agency clients, the Governor’s Office, and key strategic external partners; and• Represent OGS as needed with the Governor’s Office, Legislature, other State agencies, clients, and the public on behalf of the Commissioner as appropriate.Division Operations• Develop and implement an integrated strategy for the agency’s External Affairs portfolio in a holistic, data-driven, and customer-focused manner, while elevating the people and work of Team OGS.• Drive the design, development, coordination, and implementation of integrated external and internal communication strategies that advances the agency’s mission and operations.• Monitor and track the execution of key initiatives and projects, including those related to the Governor’s customer experience and statewide operations of the Digital and Media Services.• Develop and implement engagement and communications strategies that strengthen bonds and working relationships among staff and encourage shared leadership and accountability.• Collaborate closely with leaders of other OGS divisions and support OGS’s key priorities and major service areas, including Shared Services (including the Business Services Center and Procurement Services for State agencies, municipalities, and non-profits), Real Estate (Property Management, Leasing, and State Asset & Land Management), Design & Construction (Design, Construction Management, Permitting), Financial Administration, and Administrative Operations (Human Resources, logistics, and warehousing).• Oversee the operations of the convention center and special events. Ensure success of signature OGS and Chamber events in the Capital region and across the State, including Winter at the Plaza, Martin Luther King Jr. tributes, Empire State Plaza summer concert series, and Harlem Summer Stage.• Manage and elevate OGS cultural assets, including the Rockefeller Art Collection, Harlem Art Collection, and lending programs.• Cultivates productive internal and external relationships across key stakeholder groups, and lead and influence across functional teams effectively.• Assists with managing relationships between OGS and organizational partners; serves as proxy for the Commissioner in key internal and external settings, as needed.Goal Setting, Management and Support• Oversee the management of a complex division of professional staff to advance the mission of the agency, by positively raising awareness and public perception of our diverse operations and statewide mission.• Oversee and perform analysis of operations and programs, including benchmarking against similar large operations, creating clear standards for performance, preparing reports for executive review, and making operational adjustments to adjust to changes and trends. • Coordinate and monitor the planning, design, and development of new and/or modifications to existing projects, programs, and activities.• Understand and track the effectiveness of key External Affairs initiatives, campaigns, programs/events, and implementation of engagement plans to improve OGS clients’ experience. Uses data, analytics, and insights to determine program and initiative success.• Further define, build, protect, measure, and promote OGS’ mission, goals, and Strategic Plan. • Foster a work environment that balances collaboration, innovation, performance, and careful stewardship of State resources.
Minimum Qualifications A bachelor’s degree and at least nine years of progressively responsible experience in external affairs, including public relations, policy coordination, events, and intergovernmental affairs. Experience serving as a high-level executive in a complex government organization.Preferred qualifications:• Deep seated experience in overseeing an integrated external affairs strategy, including building relationships with the interagency partners, media, and the public.• Exceptional management skills and ability to make strategic decisions pertaining to staff and procedures across a complex set of business functions.• Ability to delegate authority and responsibility while maintaining appropriate levels of operational control.• Effective communication and responsiveness with advanced written and oral communication skills, and a high degree of responsiveness.The ideal candidate will possess the following knowledge, skills, and abilities:• Ability to create and drive an External Affairs division, through exceptional management skills and the ability to make strategic decisions pertaining to staff and procedures.• Demonstrated success in building and maintaining coalitions and relationships with both external and internal stakeholders.• Effective written and oral communication and high degree of responsiveness • Be creative, adaptable, resourceful, and politically astute. • Critical decision-making skills, with the ability to process information and commit to a definite course of action.• Proven ability to think strategically, work collaboratively, and maintain humor and grace under pressure. • Ability to use an equity lens and framework to create inclusive, diverse, and safe workspaces and programs.
