Minimum Qualifications A bachelor’s degree AND three years of experience in MWBE/Affirmative Action or three years of community economic development program or audit/compliance experience.Substitution: A Juris Doctorate or master’s degree substitutes for one year of experience. A Ph.D. substitutes for two years of experience. An associate degree requires two additional years of experience.Preferred Qualifications:• One year of procurement and contract management• Knowledge of the NYS Contract System and NYS Procurement Process• Audit, Compliance, Data Vis and/or Training experience

Duties Description Under the general direction of the Minority and Women’s Business Enterprise (MWBE) Director of Compliance, the incumbent will monitor agency statutory compliance with the provisions of New York State Executive Law, Article 15-A and related rules and regulations concerning the utilization of MWBEs on state contracts. The incumbent will keep Division management apprised on a timely basis of significant issues, trends, or developments, with written findings and recommendations. Travel may be required.Duties include but are not limited to:· Conduct on-site detailed audits or off-site spot audits of agency/authority contract documents and procurement records to assess compliance with Article 15-A and associated regulations, laws, rules, and MWBE Division directives. • Support the Director of Compliance in secondary review of Agency goal plans for compliance with Article 15-A of the Executive Law and other related sources of law and policy pertaining to the MWBE program.· Evaluate staff review of MWBE quarterly reported utilization by New York State agencies and authorities for accuracy, completeness, and compliance with Article 15-A, and related regulations and policies.· Conduct periodic meetings with agencies/authorities to discuss MWBE compliance progress and needs, report and provide recommended follow-up to The Director of Compliance.· Monitor and conduct periodic surveys related to agency/authority 15-A programs and associated regulations and directives.· Plan and conduct trainings, orientation and technical assistance programs for agencies/authorities regarding MWBE compliance including; use of the New York State Contract System (and any successor system), program compliance responsibilities under Article 15-A (i.e. procurement and reporting protocols), and policies and practices relating to new initiatives.· Work with the Certification Unit, as needed, to coordinate compliance efforts regarding complaints and allegations of misconduct related to certification requirements. · Work with the Agency Services Unit and Business Development Unit to coordinate compliance efforts regarding agency/authority contracting reporting compliance, outreach, and trainings.· Prepare, provide, and report on MWBE program compliance as required, develop correspondence, and reports as requested for internal or external distribution.· Develop in-depth knowledge of the NYS Contract System including the contract, payment audit, and reporting modules.· Identify those agencies/authorities that are to be placed on remedial plans to the MWBE Director of Compliance, and issue notices of such requirement to said agencies/authorities. Monitor, and report on agencies/authorities’ remedial plans progress towards 15-A compliance.· Investigate allegations of misconduct related to Article 15-A originating from internal and external sources. • Perform other special projects as reasonably required by the Compliance Officer or Executive Director

Additional Comments SALARY RANGE: $84,156-$106,454 Note: The starting salary for candidates with no prior State service will be at the minimum hiring rate.
