Job Overview

NYSERDA’s Offshore Wind Team is leading the responsible and cost-effective procurement and development of New York State’s mandate of 9,000 megawatts offshore wind energy by 2035, as outlined in the Climate Act. With a first wind farm in operation, two projects expected to be commissioned in 2026, multiple projects in active development, ongoing and future solicitations to select more projects to achieve the goal, New York State is expected to create more than 10,000 jobs in manufacturing, installation, and operation of offshore wind facilities by capitalizing on regional industry commitments. These jobs are expected to provide sustained career opportunities for New Yorkers for more than the 25-year life span of these renewable energy projects by creating a new offshore industry in our region.

NYSERDA’s Offshore Wind Team’s core workstreams include competitive procurement of new projects; management of the growing portfolio of contracted projects; workforce development and training, industry and economic development (manufacturing, service supply chain, port infrastructure, etc.), stakeholder engagement, and; research and analysis relating to environmental and stakeholder implications of offshore wind energy development. In addition, to these core workstreams, the offshore wind team also engages in research, analysis and engagement relating to offshore wind electric grid infrastructure, regulatory processes and permitting, coordination with federal agencies, long-term planning, cumulative effects assessments, and informational and educational public outreach to stakeholder groups.

To support and assist the Team on all workstreams, NYSERDA seeks an Assistant Project Manager to join NYSERDA’s Offshore Wind Team. The Assistant Project Manager will report to the Offshore Wind program’s Assistant Director. The individual will support the Program by assisting the members of the team with all contracting and administrative processes. The individual will work closely with NYSERDA’s Large-Scale Renewables (LSR)’s Shared Services team to perform administrative duties as necessary including budget tracking, procurement development, contract processing and management. The individual will assist in managing and coordinating special projects and activities that do not fall directly into a single core activity. The individual will also provide support on NYSERDA’s Offshore Wind Team communication and marketing tasks.

The individual will help the Program focus on promoting diversity, inclusion, and equity within the program’s activities consistent with the work of New York State’s Climate Action Council and New York’s nation-leading Climate Act while supporting the growth and evolution of the program based on new guidance and needs. In total, these efforts will aid the Offshore Wind Program to focus on NYSERDA’s role as the central procurement entity of offshore wind renewable energy certificates (ORECs) on behalf of State’s load -serving entities and ensure the program continues to advance responsible and cost-effective development of the offshore wind industry for New York State and the region.

Primary Responsibilities

  • Support the Offshore Wind Team through all contracting processes: developing and processing contracting memos and budget requisitions, workflow in NYSERDA's contract management system, competitive solicitations and scopes of work, committee scheduling and managing contracts;

  • Support the offshore wind Technical Working Group (TWG) leads with contracting and the furnishing of materials to support programmatic workstreams;

  • Support Team members with administrative tasks (expense reports, travel organization, etc.), training and professional development opportunities, orientation materials for new hires and handle ad-hoc requests;

  • Act as administrative liaison between the offshore wind program and the agency as a whole;

  • Assist with the use of Salesforce and other software packages in accomplishing various duties described above;

  • Support program leadership with clean energy initiatives to advance New York’s clean energy goals;

  • Support team members with New York’s second Offshore Wind Master Plan focusing on tasks related to writing, finalizing the report and studies and the roll-out of its publication;

  • Support on planning, coordination, budgeting, and administration for the Offshore Wind Program;

  • Assist managing and coordinating special projects and support preparation of materials accordingly for program function studies, state responses during public comment periods, administration of web edits, press releases and inquiries for the OSW Team;

  • Create project timelines and document/presentation templates related to strategic and programmatic workstreams, project closeout processes, invoicing and budget tracking.

  • Ability to demonstrate respect, equity and inclusive behavior and practices of a diverse workforce and community.

  • Perform other responsibilities and tasks as assigned.

Minimum Qualifications

  • An Associate Degree with at least 3 years of relevant experience related to the responsibilities described above

  • Genuine interest for assisting New York State in achieving Climate Act goals, renewable energy, environment, and an interest in supporting a dynamic and talented team

  • Project management skills including the ability to ensure coordination between internal team members and external contractors to meet agreed upon milestone dates

  • Highest level of communication, organizational, time management and interpersonal skills involving the ability to work cross-functionally

  • Ability to efficiently manage project contracting and administration process and the communications between the various persons involved (team member, contractor, other NYSERDA services)

  • Self-starter who acts independently, has the ability to multitask and directs one’s own work and can handle diverse tasks quickly and accurately within a high-performance environment

  • Ability to collect and document project requirements and successfully handle multiple projects simultaneously, set priorities and meet deadlines in a fast-paced environment

  • Excellent computer skills (Excel, Word, PowerPoint, Access, Outlook, etc.)

  • Experience with Salesforce and other Database Management systems is required

Preferred Qualifications

  • A Bachelor’s degree with 2 years of relevant experience related to the responsibilities described above.
