Duties Description This position is in the Division of Fish & Wildlife (DFW), which is responsible for stewardship and conservation of fish and wildlife in New York State. Specifically, the position is in the Administration Unit, which provides professional administrative support for all DFW programs.The incumbent will be responsible for:Financial Operations:Manage contracts related to various Division of Fish & Wildlife (DFW) programs, which includes communicating with vendors and DEC staff; helping vendors fill out required paperwork; reviewing and processing reimbursement requests; and high-level monitoring of the progress of the project. Prepare federal grant applications and amendments and process according the DFW and Management & Budget Services procedures, which include becoming familiar with federal grant management portals; monitoring grant spending throughout the term of the grant and working with program staff to amend grant if necessary. The incumbent will attend training with the Office of Conservation Investment to become familiar with federal grant management and attend quarterly meetings each year.Personnel Efforts: Assist the Administrative Specialist 2 with personnel management. The incumbent will work closely with the Bureau of Personnel. This includes posting and canvassing approved positions and preparing hiring packages for both permanent and hourly staff. Assisting the Administrative Specialist 2 with the preparation of the annual OPS spending plan of hourly positions statewide. Providing guidance to staff regarding policies on time and attendance, rules, benefits, etc. Serve as a division ITSM designee with responsibility to submit onboarding and offboarding tickets as needed.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:Non competitive qualifications:A bachelor's or higher degree.Competitive qualifications:Reassignment- Currently in the title of Administrative Specialist 1 and an employee of DEC orReinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis. or Transfer Eligible- One year of permanent competitive service at Salary Grade 11 or higher AND EITHER:Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below; orEligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search “GOT-IT” orEligible for transfer under Section 70.1: Permanent competitive service as an Administrative Specialist 1, Program Aide, Head Clerk, Legal Assistant 1 & 2 and Trainee 1, Office Assistant 3, Office Assistant 3 (Calculations), Secretary 1 & 2, Management Specialist 1. Also any language parenthetic for the above titles.
