Duties Description Under the general direction of the Director of the Portfolio Governance, the Administrative Specialist 1, works to provide administrative and program support with responsibilities including, but not limited to: • Answers questions, exchanges information, provides assistance, and clarifies and interprets policies and procedures. • Assists management in the analysis and evaluation of programmatic needs. • Assists in the evaluation of financial needs and preparation of proposals for TSI’s allocation of funds. • Prepares and monitors the critical spending plan and handles budgeting and purchasing tasks for all program areas in TSI. • Makes recommendations for programmatic and organizational work improvements. • Develops, implements, and maintains records and controls for tracking of various activities, included but not limited to: internal training programs, probationary reports, performance evaluations, traineeship reports, in-coming/out-going correspondence. • Assures that all equipment is properly installed and operating and arranges for vendor repairs and replacements. • Develops maintenance plans and programs for equipment and facilities. • Schedules and attends meetings as requested. • Records, manages, and stores meeting notes and/or action items on SharePoint. • Coordinates DMV security requests for visitors, equipment repair services, etc. • Initiates and reviews equipment, supply and office space needs. • Prepares commissioner correspondence, legislative correspondence request responses, etc. • Arranges and assists in conducting interviews. • Provides information about employees, maintains all records. • Prepares waivers, justifications, and job duties to fill vacancies. • Maintains and manages P-card purchases, abiding by procurement rules. • Review equipment needs and fill needs via all sources. • Maintains equipment assignments and office schematics. • Maintains organizational charts for current and historical staffing. • Develops and implements record keeping systems and controls. • Researches and provides analytical and statistical data upon request. • Other duties as assigned.
Minimum Qualifications NY HELPS*:To be eligible for the Administrative Specialist 1, G-18 or Administrative Specialist Trainee 1/ 2, G-NS position you must meet one of the following conditions as detailed below:For Administrative Specialist 1, G-18: A bachelor's degree and two years of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.For Administrative Specialist Trainee 2, G-NS (Equated to G-16): A bachelor's degree and one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program. Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.For Administrative Specialist Trainee 1, G-NS (Equated to G-14): A bachelor's or higher degree.Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview. Transfer:One year of permanent, contingent-permanent, or 55b/c service allocated to a G-12 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law or currently serving in the title and eligible for reassignment. Reinstatement:If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period. 55b/c Appointment:This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application. *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
