Allameda Alliance for Health Business Analyst, Incentives in Alameda, California

PRINCIPAL RESPONSIBILITIES:

The Business Analyst, Incentives and Reporting, under the direction of the Director, Incentives and Reporting will assist the Director in planning, coordinating, and monitoring enterprise-wide incentive program initiatives across multiple functions and levels, as well as examining economic, social, political, and environmental costs and benefits for Alameda Alliance for Health (AAH). The Business Analyst will conduct analysis of incentive programs to understand program requirements and maximize program participation. In conjunction with the Director, the Business Analyst will work with key stakeholders to identify goals, anticipate business needs, implement the program, and monitor progress, as well as uncover areas in incentive programs to streamline and make improvements. Under the guidance of the Director, the Business Analyst will develop and implement new models that reinforce sound business decisions that align with regulatory and reporting requirements to maximize overall program impact.

Principal responsibilities include:

  • In conjunction with Director, conduct intake and analysis of new incentive programs released by the Department of Health Care Services (DHCS) as well corporate incentive or grant programs developed by AAH and summarize findings and recommendations.
  • Communicate effectively and efficiently with internal and external partners regarding Incentive and Reporting initiatives.
  • Coordinate planning functions of multiple business units or departments for incentive and/or grant program initiatives with a focus on aligning requirements, operations, strategy, and financial performance.
  • In conjunction with the Project Management Office (PMO), prepare and disseminate incentive and/or grant program documents, when needed.
  • Manage resources in a matrixed environment to drive appropriate and equitable action to maximize resource provision.
  • Identify potential areas for improvement and track and trend initiatives over time to inform the Director, Incentives and Reporting.
  • Compare project, financial, and operational benchmarks against similar managed care organizations.
  • Prepare and present progress/status reports to the Director.
  • Evaluate business processes, anticipate requirements, uncover areas for improvement, and proactively develop and implement solutions to achieve incentive program success.
  • Complete other duties and special projects as assigned.

ESSENTIAL FUNCTIONS OF THE JOB

  • Responsible for the development and management of documentation from planning through final implementation of any assigned activity.
  • Maintain and monitor reporting tools for incentive and/or grant program activities to identify potential resource constraints, barriers, and opportunities.
  • Prepare and maintain detailed and summary level documents that track Incentives and Reporting program activities reporting requirements.
  • Manage small-scale initiatives which may require coordination with internal and external partners.
  • Provide support to the Integrated Planning Division for various enterprise-wide activities based on availability.
  • Attend project-related meetings, as necessary.
  • Update, implement, and maintain policies and procedures, as necessary.
  • Make oral presentations.
  • Lead and participate in internal or external committees and meetings, as appropriate.
  • Other duties as assigned.
  • Comply with the organizations Code of Conduct, all regulatory and contractual requirements, organizational policies, procedures, and internal controls.

PHYSICAL REQUIREMENTS

  • Constant and close visual work at desk or computer.

  • Frequent use of telephone headset.
  • Frequent verbal and written communication with staff and other business associates by telephone, correspondence, or in person.
  • Freq ent lifting of folders and various other objects weighing between 0 and 30 lbs.

MINIMUM QUALIFICATIONS:

EDUCATION OR TRAINING EQUIVALENT TO:

  • Bachelors degree in a health-related discipline required or equivalent experience.

MINIMUM YEARS OF ADDITIONAL RELATED EXPERIENCE:

  • Minimum three years progressive, broad-based business experience within a health plan environment required.
  • Two to three years of technical and/or business process analysis and/or redesign experience.

  • Strong interpersonal skills, mature judgment, and diplomacy required to interact effectively with a broad spectrum of people, both individually and in groups.

  • Strong networking and negotiation skills to ensure positive working relationships with all staff, consultants, development partners, and other stakeholders.

SALARY RANGE $105,853.04-$158,779.55 ANNUALLY
