The primary purpose of this position is to serve as AF CyberWorx Information Technology Officer responsible for planning, procuring, installing, and operating cutting-edge Information Technology (IT) infrastructure and systems to enable AF CyberWorx and the Madera Cyber Innovation Center (MCIC) to meet their mission. Responsibilities Performs services as a Senior Network Administrator and Assistant System Administrator. Provides Secure Communications support. Innovation and emerging technology support and strategic/security advisor. Implements COMSEC, INFOSEC, Cyber Security programs. AF Innovation Center IT capabilities planner and equipment manager. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes: Utilizing a full range of IT security requirements for certification and accreditation, network operations/protocols, systems testing/evaluation, and performance management methods to implement and coordinate activities designed to ensure, protect, and restore IT systems, services, and capabilities; applying IT network systems design principles, methodologies, and approaches to the development, testing, installation, operation, management, and maintenance of network services that support functional requirements; utilizing IT security principles, methods, regulations, and policies to develop specifications to ensure compliance with security requirements at the LAN level; and interpreting varying policies and advising on the development, integration, operation, and sustainment of emerging technologies and innovation solutions to enhance mission effectiveness. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of network systems (LAN/WAN/Wi-Fi) design principles, methodologies, and approaches and apply these principles to testing, installing, operating, managing, troubleshooting, and maintaining network services that support CyberWorx innovation activities, Academy research, and classroom requirements. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems. Ensure availability, integrity, efficiency, and reliability of servers and AF CyberWorx owned infrastructure. Understand Air Force computer and non-computer inventory and disposal procedures. Knowledge of the latest advancements in technology to plan and execute future capabilities to meet Innovation Center requirements and other support departments share space and lab capability as approved by the CyberWorx Director. Ability to coordinate IT and cloud requirements with AF CyberWorx leadership, other department leadership, and commercial partners to plan and implement solutions to challenging IT requirements. Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers. Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. Knowledge of Air Force/DoD COMSEC handling practices, procedures, and requirements. Ability to conduct COMSEC handling, key/re-key cryptographic equipment, and maintain required documentation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
