Seal Coat Specialist / Transportation Specialist III: Provides technical expertise and coordination for transportation programs involving multiple design and/or [advanced] building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and [oversight], and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. [Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence]. Seal Coat Specialist / Transportation Specialist IV: Provides [high-level] technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Limit may only be exceeded as a result of reclassification of employees unable to fulfill the obligations of the Engineering Assistant Career Development Program)The essential duties for a Seal Coat Specialist / Transportation Specialist III include: Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway. Coordinates and performs interim and final inspections to identify deficiencies. Inspects current projects for proper use of personnel, equipment and materials, traffic control and quality of work completed. Inspects roadways and evaluates road conditions. May serve as a lead worker and the related tasks. Monitors material testing requirements and results for compliance with specifications. Performs field reviews of construction projects to assist area engineers and project engineers in resolution of construction problems. Provides technical expertise and coordination for ma ntenance operations including prioritizing projects, monitoring correspondence and writing memorandums and reports. Serves as technical member on transportation-related projects. Performs other job responsibilities as assigned. Additional duties for a Seal Coat Specialist / Transportation Specialist IV include: Analyzes construction, maintenance and building contract specifications conflicts and ambiguities. Coordinates engineering field staff activities and provides high-level technical assistance in resolving construction problems. Provides advanced technical expertise and coordination for maintenance operations including prioritizing projects, monitoring correspondence and writing memorandums and reports. Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway. Coordinates and performs interim and final inspections to identify deficiencies. Implements proper traffic control procedures and safety precautions at construction sites to preclude traffic congestion and accidents; identifies utility locations and directs use of proper equipment. Inspects current projects for proper use of personnel, equipment and materials, traffic control and quality of work completed. Inspects roadways and evaluates road conditions.
