Transportation Specialist I: Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Transportation Specialist II: Provides technical expertise and coordination for transportation programs involving [multiple] design and/or building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.The essential duties for the Transportation Specialist I include: Assists in prioritizing and scheduling projects. Assists with administering and monitoring district maintenance contracts and service agreements. Assists with administering contracts for installation and maintenance of traffic systems and/or traffic data collection devices. Assists with project design involving design calculations and sketches of plans, layouts and typical sections. Coordinates compilation of complete plan packages for submission to the responsible engineer or architect for review and signature. Coordinates design work among TxDOT entities, consultants and contractors. Coordinates maintenance material purchasing. Coordinates permit operations. Coordinates with roadway design on schematics and reviews in-house and consultant traffic control plans or traffic projects. Develops site layouts utilizing engineering workstations and software. Monitors audits of monthly and final estimates change orders, supplemental agreements, and extra work orders; reviews monthly and final estimates prior to submittal. Monitors the design and execution of state-funded rehabilitation and preventive maintenance projects. Performs field reviews of construction projects to assist area engineers and project engineers in resolution of construction problems. Travels to districts and maintenance offices to perform site visits and monitor maintenance programs. Performs other job responsibilities as assigned. Additional duties for Transportation Specialist II include: Serves as program coordinator responsible for coordination of advanced engineering. Assists with administering and monitoring district maintenance contracts and service agreements. Coordinates maintenance material purchasing. Coordinates permit operations. Evaluates and analyzes design issues. Performs other job responsibilities as assigned.
