Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This SUPERVISORY OPERATIONS RESEARCH ANALYST position is assigned to PEO C3T, PMO TACTICAL RADIOS (6LB) BUSINESS MANAGEMENT DIV, located in ABERDEEN PROVING GROUND APG, MD. Responsibilities As a senior cost analyst, expert, consultant and supervisor, responsible for developing and applying operations research, statistical and mathematical methodologies and techniques for programs within Project Management Office. Plans and conducts a program of studies designed to produce effective and efficient cost analyses. Identifies areas of analysis and formulates assumptions and methodologies in support of PEO, DA and DoD cost estimating and review efforts. Represents the PEO/PM at different levels and working groups that involve cost estimating and analysis. Provides expert advice to PEO/PM regarding status of cost, costs of alternative courses of action, reasons for cost growth and potential areas for cost reduction. Plan work to be accomplished by subordinates. Identify training needs. Develops performance standards for subordinates. Plan and conduct cost estimating studies designed to produce effective and efficient cost analyses including suitable methods or estimating and analyzing hardware and software costs. Perform as the technical advisor to senior subject matter specialists and/or agency officials responsible for broad program operations. Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Developing Army Program Office Estimates to support life-cycle acquisition decisions for Army Major Defense Acquisition Programs using the Automated Cost Estimating Integrated Tools applications; 2) Using statistical analysis tools to research methods and techniques to support cost benefit and economic analyses; 3) Leading cost estimate validation efforts with an independent cost validation organization AND 4) Leading cost estimating efforts in support of Strategic Portfolio Analysis Review (SPAR), Program Objective Memorandum (POM), President's Budget Submissions, and Cost and Software Data Reporting Requirements and Submissions. You will be evaluated on the basis of your level of competency in the following areas: Communications Cost Estimation and Analysis Problem Solving Technical Competence Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS grade 14 Step 1 to the highest equivalent GS 15 grade step 10 in the broadband. You will be required to undergo background investigation leading to the successful adjudication of eligibility for a SECRET security clearance. Derogatory information developed during the background investigation, such as a criminal history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed.
