MITRE National Security Sector (MNS) and the National Security Engineering Center (NSEC) FFRDC is placing significant emphasis and focus into solving challenging problems that cut across all Departments and Agencies, Industry, and International Partners. As a systems engineering and integration FFRDC, NSEC fulfills the important role of assisting the DoD in solving its most challenging problems that require integration across the Services, other DoD agencies, the Intelligence Community, and the Interagency. Boundaries between these different organizations limit the DoD’s ability to discover how integration and collaboration could enable cross-cutting solutions and to identify and develop these solutions. The breadth of its connectivity, spanning warfighters and other operators, technology developers, acquisition offices, and the intelligence agencies, puts the NSEC in a unique position to help address this gap. This is an important way in which the NSEC proactively assesses capability gaps and needs by mission rather than by system or Military Service and focus on outcome rather than process.
This position will report to the DoD and Services (D&S) Center in MNS. D&S is charged with the mission to ensure our DoD sponsors’ and partners’ mission success. To increase the impact of the D&S Center and expand relationships with current and future sponsors, D&S increasingly tackles complex, multi-stakeholder national security challenges using a “whole of nation”, data-driven analytic approach. This “whole of nation” approach will demand D&S Center leadership to act as a bridge between MNS sponsors and partners in industry, academia, and allies.
This position is for a Managing Director of the Army Division within D&S to work as a mission partner to the United States Army as it works to solve the most critical systems engineering challenges facing the Army today and into the future. The Army is undergoing the largest modernization and transformation effort in its history and has a multitude of challenges across the entire force that the Army Division is uniquely positioned to help.
The Army Division provides critical support to forward deployed Army forces in the IndoPacific, European and Central Commands; to the Army Futures Command (AFC) and its subordinate units – the major command responsible for Army transformation; across the majority of the Army Acquisition Community; to other select Commands and Organizations; and to select staff sections at the Headquarters, Department of the Army.
This position will be responsible, in coordination with partner Division Chief Engineer, for the development and execution of the work program, managing a workforce in excess of 200 staff, and delivering to a board portfolio of work of at least 350 staff years to the Army. The Managing Director has accountability to the Vice President of the D&S Center, and for all aspects of the sponsor facing and internal division operations. The Managing Director will also work with the MNS Cross Cutting Priority Leads to ensure alignment of the Division work program where appropriate with efforts across the company in these areas to increase impact.
The Managing Director is responsible for strategically shaping the work program, setting the technical direction of the Division’s capabilities, growing a diverse team of world-class talent, fostering a culture of connection and belonging, and building collaborative relationships across MITRE’s enterprise, with Senior Government Leaders, industry, and academia.
Roles & Responsibilities:
Strategic Leadership
- Collaborate and partner with the other D&S Managing Directors in the development of the D&S Center strategy and shaping the work in support of the MNS priorities and other DoD sponsors
Operational Excellence:
Oversee the day-to-day operations of the Division, ensuring effective project management and high-quality deliverables.
Manage the Divisions budget and monitor financial performance and execution.
Sponsor Relationships:
- Build and maintain strong and trusted relationships with key sponsors and stakeholders, understanding their needs and delivering exceptional value.
Innovation:
- Encourage a culture of innovation, identifying emerging technologies and trends, and driving the development of innovative solutions.
Technical Excellence:
Drive the development and implementation of advanced technologies and techniques for our sponsors.
With the Division Chief Engineer, develop and provide oversight of the work program
Drive technical quality and lead the development of technical quality standards within the Division
Provide constructive feedback on leadership, staff hired, staff development, and training initiatives necessary to ensure appropriate technical quality is achieved
Talent Development:
Recruit, develop, and retain top talent, fostering a high-performing and engaged workforce.
Mentor, train, and develop staff within the appropriate organizational scope
Collaborate and partner with the Innovation Centers to ensure they provide the highest quality skillsets and capabilities to meet the needs of the division.
Basic Qualifications:
Bachelor’s of Science degree with 15 years of related experience, Master’s of Science degree with 12 years of related experience, PhD with 10 years of related experience in the national security area.
Proven track record of successful experience leading technology development and integration, strategy and business development, technical and engineering services, program and portfolio management, and government program leadership
Success in providing sponsors with advice to address critical issues; setting and meeting strategic objectives; and advancing short and long-term program goals.
Excellent leadership skills including persistent, tactful, and persuasive communications, influencing, conflict resolution, and building trust.
Demonstrated ability to develop a strategic vision and use that vision to guide short and long-term execution.
Maturity and expertise balancing performance and mission impact against effective risk management and technical quality.
Ability to prioritize across multiple competing demands and simultaneously handle diverse commitments to multiple stakeholders.
Demonstrated ability to develop and maintain strong partner and sponsor relationships at the most senior levels of diverse organizations.
Strong business acumen and demonstrated ability to develop, plan and implement cross-cutting strategies in a complex multi-stakeholder environment.
Experience working across multiple technical disciplines with a desire to do cross-disciplinary work assessing concepts for novel national security systems and sensors in operational contexts.
History of team building, achieving team goals, and growing trust.
Top Secret Clearance with ability to obtain and maintain an SCI.
This position requires a minimum of 4-days a week on-site.

TS/SCI clearance
