Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business & Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS 12 grade Step 1 to the highest equivalent GS 13 grade step 10 in the broadband. Responsibilities Serves as a Budget Analyst and advisor for one or more major organizational elements of the activity. Plans, establishes, monitors and participates in the control and responsibility for the formulation, presentation, and execution of Project Manager (PM) programs involving life cycle program plans, assigned systems and equipment. Monitors the use, rate of expenditure, and both labor and reimbursement performance ratios of budgeted funds through continuing dialogue with program officials and their staffs, review of written documents, and examination of accounting records. Advises program managers and other interested parties on the status and availability of funds in different budget accounts and all aspects of the command and installation budget process which apply to their programs. Serves as a source of guidance to managers on alternative methods of funding. Discusses problems with management, analyzes needs, identifies available alternatives and recommends the best methods of financing to take advantage of various program opportunities. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Executing funds according to fiscal law, regulations, policies, and/or procedures for the organization; 2) Monitoring obligations of funds against budget to ensure expenditures are within the amount allocated; 3) Preparing a variety of reports about the status of funds, expenses, and obligations for budget request. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11). You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Budget Formulation, Justification, and Presentation Communications Education Some federal jobs allow you to substitute your education for the required experience in order to qualify.
