The Aberdeen-Springfield Canal Company is seeking a capable, self-motivated individual to fill the Maintenance Foreman position.

Under direct supervision of the Aberdeen-Springfield Canal Company (ASCC) General Manager, the Maintenance Foreman supervises, guides, and trains Maintenance personnel (Maintenance and Mechanic) in canal maintenance operations while concurrently ensuring the repair of the canal systems structures along with maintaining the facilities and equipment. Responsibilities include communicating with shareholders; overseeing ditch maintenance; ensuring equipment and vehicle maintenance; managing personnel; working with contractors, equipment operators, and government officials; and limiting risk and liability to the ASCC and the shareholders.

Duties and Responsibilities

Manages and oversees daily Aberdeen-Springfield Canal maintenance operations including headgate adjustments, replacement of weirs and headgates, and all pre, during, and post season maintenance activities, canal safety and maintenance, and equipment and vehicle maintenance work.

Collaborates with the General Manager Watermaster to ensure the flow of water throughout the canal system is not impeded by an issue requiring maintenance; mitigates mechanical and maintenance threats; offers alternative solutions to issues; and verifies and validates canal operations through continual observation.

Provides direction and control of work performed by Ditch Rider (only when receiving machine pay during maintenance season), Maintenance personnel (Maintenance and Mechanic), and all contractual labor hired to perform ditch and equipment maintenance and repair.

Monitors the integrity of the canal, siphon, pipe, or lateral when either leaking or plugged and ensures continual emergency maintenance response coverage for the canal.

Prepares, develops, and maintains a written master maintenance plan for each section of the canal for presentation to the Board of Directors, which includes, but not limited to the following activities: Priority of repair work; approximate cost of repair work; and scope of the repairs.

Plans, schedules, and supervises maintenance of the irrigation system to enhance the integrity, reliability and longevity.

Notifies and/or schedules with adjacent landowners/shareholders when maintenance activities impact water delivery.

Advises on all local, state, and federal laws pertaining to the maintenance operations impacting the canal system, i.e., chemical spraying, Department of Transportation licensing, Occupational Safety and Health Administration safety, and other critical matters impacting canal operations and the safety of those carrying out the mission.

Reviews and evaluates water reports, records, logs, and graphs including the monitoring and use of the telemetry network to confirm adequacy of present and projected water needs as it relates to scheduling and performing maintenance activities.

Addresses shareholder maintenance issues impacting water delivery - responds to complaints and requests in a timely manner and analyzes shareholder issue(s) determines appropriate course of action and implements resolution.

Collaborates with the General Manager to prepare for annual shareholder meetings, and creates reportable data for the General Managers weekly, monthly, and annual reports.

Ensures and adheres to procedures for the safe and proper operation, startup, shutdown, and maintenance of distribution systems.

Observes employee to detect inefficient and unsafe work procedures and/or to identify performance problems and initiates corrective action as necessary.

Maintains maintenance requirement logs, inspection information, and licenses and assists in and oversees maintenance projects in the off-season.

Makes sound decisions, exhibits good organizational skills, and demonstrates ability to handle multiple tasks.
