WHO WE ARE

This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

We are Metropolitan Transportation Services (MTS), a division of the Metropolitan Council. MTS provides direct transit service through contracts or partnerships with counties to deliver five major programs: Metro Mobility/ADA, Transit Link dial-a-ride, Micro Transit, contracted regular-route bus service, and Metro Vanpool. MTS also conducts planning for the regional transportation system, including highways, transit, aviation, freight, and bicycle and pedestrian connections. MTS has a vacancy for aSenior Project Administrator for Fleet planning and purchasing. MTS is responsible for over 1,200 Council-owned transit vehicles with a replacement value of over $300 million. The MTS transit fleet ranges from SUVs (Sport Utility Vehicles), small cut-away buses, heavy-duty transit buses of various sizes, and over-the-road coaches. The fleet supports the programs identified above as well as the Suburban Transit Programs (STPs).

How your work would contribute to our organization and the Twin Cities region:

The Senior Project Administrator (Fleet Services) manages fleet purchases (replacement and expansion fleet) through long- and short-range budget development. Other broad-range fleet functions include, but are not limited to, vehicle and equipment acquisition and tracking. These efforts are coordinated with MTS fleet staff, MTS finance and grants department, procurement department, equipment vendors, and as appropriate - private contractor staff, MnDOT, Metro Transit Staff, Metropolitan Council Committees, and STPs. The Senior Project Administrator coordinates new vehicle inspections and acceptance of new vehicles. The position along with the Fleet Manager ensures division compliance with Council policies, applicable local laws, and federal regulations. In addition to fleet purchasing duties, the Sr. Project Administrator is responsible for updating and coordinating the federally required Transit Asset Management Plan and annual updates for MTS.

What you would do in this job

  • Develop an annual six-year Capital Improvement Plan through collaboration with the MTS Business Systems Analyst (BSA) and MTS finance to identify fleet projects for the Authorized Capital budget.

  • Develop vehicle specifications through coordination with MTS staff, contractor staff, fleet vendors, and others as necessary.

  • Coordinate with the Procurement Department to purchase equipment by following the procurement process which may include issuing Requests for Proposals (RFPs) for vehicles and vehicle-related equipment.

  • Complete Independent Cost Estimates (ICE) and Price Analysis for equipment purchases.

  • Obtain Council authorization for equipment purchases to ensure fleet replacement schedules are followed.

  • Procure bus-build inspection services that occur at the manufacturing facility.

  • Travel out of state for meetings and bus inspections with vendors, inspectors, and manufacturing representatives.

  • Works with the Fleet Manager to develop and refine fleet policies and procedures associated with vehicle asset management.

  • Works with the Fleet BSA, coordinating the tracking of the fleet build process from line entry at the manufacturing facility to delivery of the fleet to the transit contractor.

  • Assure compliance with all Federal, State, and, Council requirements at the time of procurement, and at disposal.

  • Consult with STPs and County transit staff to understand fleet requirements and consider requested vehicle options.

  • Provide the required fleet narratives for National Transit Database purposes annually as well as updates to the Transit Asset Management Plan.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience in project management or asset management including experience in at least one of the following areas: budget development and management, supervision of staff, policy development, contract oversight,ANDcompleted education in accounting, business administration, finance, transportation planning or a related area.

  • Bachelor's degreeANDfour (4) years of experience.

  • H.S. Diploma/GEDANDeight (8) years of experience.

NOTE: This position will require regular local travel to contractor garages and Metropolitan Council facilities in the Metro Area; including occasional air transportation to manufacturing facilities in North America.

What additional skills and experience would be helpful in this job (desired qualifications):

  • Project Management Professional (PMP) certification.

  • Experience with public transit and /or public policy.

  • Experience with FTA purchasing compliance.

  • Experience with small bus and heavy-duty bus specifications.

  • Experience with FTA TAM planning.

What knowledge, skills and abilities you should have within the first six months on the job:
