As a Environmental Specialist 4 at the Minnesota Pollution Control Agency (MPCA), this position will plan and prepare the agency for multimedia (air, water, land and waste) monitoring and sampling during an environmental emergency. The position will develop goals, objectives and strategies for monitoring and sampling, identify resources, coordinate and collaborate with staff from MPCA, MDH, DPS, MDA, USEPA and contractors to meet the goals; develop generic monitoring and sampling plans to use during an emergency; train staff and contractors on the implementation of the plan(s); effectively manage all data in accordance with MPCA standards; and display and share data during an emergency event.

Minimum Qualifications

Candidates must clearly demonstrate the following qualifications:

Two (2) years of advanced professional-level experience (e.g. Environmental Specialist 3 or equivalent level) in regulatory compliance, assistance or permitting. Regulatory experience must include review, creation or updating of environmental plans or permits, compliance assessment of those environmental plans or permits; and working on solutions with regulated parties to meet compliance requirements.

Ability to apply science concepts related to environmental investigations and cleanup.

Good communication and writing skills, effective human relations skills to work with clientele and staff; problem solving skills for resolving compliance issues; ability to bring projects to conclusion.

Advanced interpersonal skills to engage others to build strong working relationships and partnerships and to resolve potentially contentious, controversial, and complex environmental issues.

Ability to makes sound decisions in a timely manner.

Valid Class D Driver's License.

Preferred Qualifications

Bachelor’s degree in soil science, geology, hydrology, environmental science, chemistry or closely-related field.

Experience in collecting and studying samples from water, soil, and air.

Experience in maintaining and calibrating sampling or laboratory equipment.

Knowledge of environmental emergency preparedness and response framework and the impacts on communities.

Knowledge of the overall state and federal environmental regulatory framework related to environmental emergency preparedness.

Demonstrated experience working under the Incident Command System and its principles.

Demonstrated ability to communicate effectively with representatives of government agencies, regulated parties, and the public.

Experience hiring, overseeing, training and directing the work of contractors.

Experience partnering with local and tribal units of government on projects.

Physical Requirements

Ability to occasionally move or transport equipment up to 25 pounds. May require moving or transporting equipment and traversing rough and uneven terrain.

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory driver’s license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination does not exceed 26,000 pounds.
